- Working experience in any UN organization, international organization or government offices is preferred.
- Fluency in oral and written English and Myanmar is mandatory.

ORGANIZATIONAL SETTING
Malaria Team, WHO Myanmar has been supporting in planning and implementing malaria control/elimination programme. Malaria control programme embarked to malaria elimination in 2016 with the aim to eliminate P. falciparum malaria by 2023 and all human malaria by 2030. WHO is implementing donor funds through supporting field staff to the national programme at various locations.
There is a vacancy for Data Manager(Malaria) in WHO country office, Yangon. The data manager will be supported by extrabudgetary sources. The incumbents will work under the direct supervision of Scientist (Malaria Control) and overall guidance of the WHO Representative to Myanmar, and in close collaboration with the programme to perform the following tasks mentioned in the section below. The position are initially for one-year 2022. The extension for 2023 is contingent to performance and successful acquisition of funds beyond 2022.
MAJOR DUTIES AND RESPONSIBILITIES
Under direct supervision of Scientist (Malaria Control) and general guidance by WHO Representative to Myanmar the incumbent will work with officials to perform the following tasks:
Programme planning, surveillance system and coordination
- Provide technical support to programme in development of analysis and reporting capabilities, report design, data mining and segmentation techniques and evaluation of malaria activities related to malaria control/elimination.
- Participate in coordination meetings with WHO, implementing partners, and officials at various levels.
- Coordinate with WHO Scientist (Malaria Control) to receive timely technical guidance to support the Malaria Control Programme.
- Participate in workplan, workshop and malaria programme review related to monitoring and evaluation.
- Coordinate with Field Project Coordinators, Township Project Coordinator, Data Assistants and focal person of implementing partners for malaria surveillance system related activities.
Capacity building
- Facilitate and take a role of resource person in trainings and workshops related with M&E, for the activities of malaria control and elimination.
- In transition to the WHO position, work closely with the other project coordinators, data assistants from field levels to transfer knowledge and simultaneously built capacity of the officials.
Surveillance, supervision, monitoring and reporting, and documentation
- Support malaria surveillance system enhancement.
- Support in malaria elimination programme surveillance – routine reporting, disaggregation of data in microstratification, detail information of Case & foci Investigation, classification and response, data verification, data quality assessment, data analysis, feedback to various channels.
- Close and continuous monitoring and follow up of the malaria surveillance activities of township in assigned State/Regions.
- Support to establish historical data and document repository consisting of past, present and future programme documents and data.
- Develop and prepare to implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality
- Assist in interpret data, evaluate results using statistical techniques and provide ongoing reports, preparation and timely submission of quality-assured reports on malaria elimination activities.
- The incumbent will submit a monthly analysis report, or any other report as required to WHO Scientist (Malaria Control).
- Acquire data from primary or secondary data sources and maintain databases/data flow systems, identify, analyse, and interpret trends or patterns in complex data sets.
- Submit monthly activity report and quarterly assignment report to WHO Malaria Team. The report shall must be in a format and substance that will be outlined by WHO Malaria Team.
- Perform any other related duties as assigned.
WORK RELATIONS AND PARTNERSHIPS
The malaria team is working closely with programme and other partners supporting malaria control and elimination activities. The incumbent is expected to have working skills in a team and communication skills to manage the partnership. Most importantly the incumbent needs to work closely with the WHO team members, National and other Field Project Coordinators, Data Assistants and officials.
IMPACT OF FUNCTIONS
The function plays a key role with respect to the clients served through the delivery of technical support on surveillance system strengthening, programme planning, implementation and coordination, capacity building on surveillance and reporting in a collaborative approach.
QUALIFICATIONS
EDUCATIONAL BACKGROUND
Essential: Candidate must have a Bachelor degree with two years of relevant experience and must have undergone basic computer training.
Desirable: Bachelor degree of Computer Science or Information Science with advance Training on Microsoft Office, certificate of web-based database or DHIS2 fundamental course.
PROFESSIONAL EXPERIENCE AND KNOWLEDGE
- At least two years’ experience as data analyst, data assistant or related positions.
- Must be excellent on the use of Microsoft Office especially MS Excel.
- Must be knowledgeable on the use of DHIS2 and web-based application.
- Must be able to use email and internet.
- Must be knowledgeable on the use of QGIS in desirable.
- Good track records of experience in malaria control and elimination.
