Purpose of consultancy

Analyzing, cleaning, enhancing, and visualizing (including GIS technologies) various datasets, along with maintaining tools related to health needs assessments, frontline health needs assessments, health resources and services availability monitoring, emergency programs, and surveillance.

Background

Since February 24, 2022, the WHO Country Office in Ukraine has implemented the “Grade 3 Acute” emergency program, transitioning to “Grade 3 Protracted” as of October 19, 2023. During this period, various health information products have been launched as part of the emergency response to assess health needs, resources and services availability, the public health situation, and conduct various other ad-hoc or regular assessments. These assessments have been essential in collecting data used for decision-making, planning, monitoring, reporting, and predictions.

Given this context, the utilization of advanced data analysis techniques in Ukraine, especially the visualization, triangulation and consolidation of existing datasets on context and activities, is crucial for WHO's efforts to effectively address the complex health challenges in the country.

To facilitate the continuous utilization of accumulated data, the Health Information team has developed multiple tools to help users from various departments visualize and use the data needed for decision-making and drawing conclusions. These tools include the HeRAMS dashboards in Ukrainian and English, WHO Emergency Program Planning dashboard, Monitoring and Evaluation dashboard, and Contingency Planning and Preparedness dashboard. These tools require regular maintenance and updates with new data and features relevant for WHO Country Office users.

Additionally, many datasets that have not yet been visualized require cleaning, management, and proper visualization to be used effectively by WHO Country Office teams in Ukraine. Therefore, the involvement of an advanced data analysis and automation specialist is crucial for further enhancing and improving the processes within the Health Information team.

The consultant will compile, analyze, and visualize datasets from various origins and multiple sources, depending on the actual needs of the Health Information Pillar team. They will develop the required tools to optimize data flow and guarantee its sustainability. Additionally, the consultant will develop project documentation, properly manage all deliverables, and prepare accompanying documentation and maintenance guidelines for the developed tools. This support is intended for both internal use within the WHO Country Office and for a range of projects at regional and national levels that WHO is implementing in Ukraine.

The consultant will primarily focus on analyzing, cleaning, improving, and visualizing various datasets related to health needs assessment, frontline health needs assessments, health resources and services availability monitoring system, WHE projects, monitoring and evaluation, human resources, surveillance, emergency medical care, and service accessibility. Additionally, the consultant will assist the WHO Country Office Ukraine team in data management, analysis, visualization, and maintenance related to other activities that might occur in emergency situations.

The work will ultimately allow decision makers to identify current gaps in health service delivery and intervention opportunities and highlight bottlenecks in internal WHO CO activities, if needed.

Deliverables

Objective: to develop and maintain interactive, user-friendly health assessment, monitoring, and surveillance dashboards with clear dataflows, automation where applicable, and comprehensive development and maintenance documentation. Provide ongoing technical support to WHO CO Ukraine's Health Information Team to enhance health information products.

Deliverables:

1. Deliver an interactive, user-friendly Health Needs Assessments dashboard with clear dataflows, automation applied to relevant processes and development and maintenance documentation.

2. Regularly updated Monitoring and Evaluation dashboard with actual documentation on the changed processes.

3. Deliver an interactive, user-friendly Surveillance dashboard with clear dataflows, automation applied to relevant processes and development and maintenance documentation.

4. Provide technical support to WHO CO Ukraine, and particularly, Health Information Team, with development and maintenance of health information products.

Qualifications, experience, skills and languages

Educational Qualifications:

Required: Bachelors degree University degree in data science, mathematics, statistics, or related field. **Desirable:** Masters University degree in data science, mathematics, statistics, or related field.

Experience

Essential:

• At least 5 years of proven experience in dashboard development, data analysis or data science

• Demonstrated ability in conducting comprehensive data analysis and developing interactive dashboards

• Experience in handling health-related data

• Proven experience in project scope estimation and presentation.

Desirable:

• Experience in leading or managing data management projects, demonstrating the ability to deliver on similar scopes of work.

• Prior work in crisis or conflict-affected regions, ideally in the Ukrainian context or similar environments.

Skills/Knowledge:

Essential:

• Proficiency in data analytics and visualization tools, especially PowerBI or similar platforms.

• Proficiency in R, SAS, Python or one of the similar platforms

• Ability to integrate various data sources and ensure seamless data flow between platforms and dashboards.

• Strong capabilities in analyzing complex data sets and developing practical, context-appropriate solutions.

• Proven knowledge of GIS data processing.

• Strong analytical and report writing skills in English and Ukrainian.

Desirable:

• Knowledge of the Ukrainian health system and the challenges posed by the current conflict.

• Ability to propose innovative technical solutions that address specific challenges in data management and visualization.

• Excellent communication skills, including the ability to present complex data in an understandable format to various stakeholders.

• Advanced knowledge of GIS data processing.

Languages and level required:

Excellent knowledge of English and Ukrainian.

Remuneration and budget:

Total budget: USD 4,200.00

Daily rate of USD 140 as per the WHO CO Ukraine rates for consultants (B level).

The payment will be on a monthly basis after provision of Technical Report and approval from Responsible Officer.

Expected duration of contract: 2 months (expected dates 1st August to 30st of September 2024).
