Result of Service The results of the consultant's services will contribute to the facilitation of customs processing of humanitarian supplies in Afghanistan and other post-conflict countries.

Duties and Responsibilities Within the UNCTAD-UNDP Afghanistan project the ASYCUDA Exemptions System should be upgraded to facilitate customs processing of the UN humanitarian consignments for Afghanistan.

Under the supervision of the UNCTAD Automated SYstem for CUstoms DAta (ASYCUDA) Regional Coordinator for the CEE, Central Asia and Afghanistan, the Consultant will be required to undertake the following tasks in the context of this project

1) Review and Draw the ASYCUDA Exemption System process and procedure in Afghanistan with Mapping.

2) Elucidate the number of steps taken in Customs Headquarters and Provincial Customs while issuing the Exemptions to Exempted and Humanitarian Agencies.

3) Recommendations on further simplification of ASYCUDA Exemption System and Procedure while issuing Exemptions to Exempted and Humanitarian Agencies.

Qualifications/special skills Academic Qualifications: Bachelor degree in Business Administration, Economics, Law, Engineering or related field is required Experience: Minimum 5 years of experience in the areas of methodology, training, planning, administration or related area is required. Experience of working in customs administration/revenue authority is required. Experience of work for an international organization would be an advantage. Experience in customs computerization is required. Language: Fluency in English is required. Knowledge of another UN language is an advantage
