You have:
- Bachelor's degree in Customs, Business Administration, Law, Economics or a related area
- 7 years experience in IT system's analysis, implementation and management
- Experience in implementation of Customs IT systems and modules
- Experience of work in customs administration, revenue authority or trade support institution
- Combination of IT and Customs experience would be a strong advantage
- Experience dealing with NCTS solutions and/or ICT applications for e-Commerce operators would be a strong advantage
- Experience of involvement in UN, EU, or other international projects would be an advantage
Result of Service The Consultant will contribute to the efficient application of the ASYCUDA NCTS, ASYPCD and Trader Dashboard tools in the Central East Europe and Caucasus aimed at promoting cross-border connectivity and e-commerce development in the region.

Duties and Responsibilities UNCTAD ASYCUDA Programme is implementing new ICT tools in the CEE and Caucasus region aimed at enhancing the connectivity of national Customs IT systems (NCTS), supporting of e-commerce (ASYPCD, ASYPAP) and assisting traders (e-Certificates of Origin, Trader Dashboard). In this context, under the general supervision of UNCTAD ASYCUDA Regional Coordinator for Eastern Europe and Central Asia the incumbent will undertake following duties
- Support of NCTS-P5 NTA following system deployment and starting live operation with national movements ;
- Participation in coordination of NCTS-P5 NTA Conformance Testing activities with DG TAXUD;
- Monitoring of Work Plan timelines including delivery of progress reporting;
- Assisting in setting-up the interoperability and data exchange mechanism between Post-CDS system and ASYPCD using CUSITM and CUSRSP XML messages;
- Support of piloting and rollout of the ASYPCD solution, including the acceptance of ASYPCD solution;
- Assisting in setting-up the workflows for importation of postal items;
Assisting in the piloting and rollout of the e-Certificates of Origin and Trader Dashboard solutions;
Qualifications/special skills Customs specialist, business administration, law, economics or related area 7 years experience in dealing with IT system's analysis, implementation and management Experience in implementation of Customs IT systems and modules. Experience of work in customs administration, revenue authority or trade support institution. Combination of IT and Customs experience would be a strong advantage Experience of dealing with NCTS solutions and/or ICT applications for e-Commerce operators would be the strong advantage.
