Overview

Review and update customs codes for environmental agreements

You have:

  • An advanced university degree in the field of administration, law, international trade, engineering or natural science required, or a first-level university degree in another field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Seven years working experience in areas involving the use of the Harmonized System nomenclature (HS) for the classification of goods and wastes and application of the HS by customs administrations, demonstrating expert knowledge of the HS, are required.
  • Experience with the process and procedures for amending the HS by the World Customs Organization (WCO) Rotterdam and Stockholm Conventions RSC is highly desirable.
  • Experience with how the HS is used by customs for implementation and enforcement of trade and environmental regulations is desirable.
  • Fluency in English (oral and written proficiency and excellent drafting skills) is required. Knowledge of other official UN languages is desirable.

Result of Service Harmonized System codes for Basel Convention wastes and chemicals listed under the Stockholm and Rotterdam Conventions and the consequent Explanatory Notes are available to Parties to facilitate enforcement of provisions on the transboundary movement of the wastes and chemicals concerned and the collection of statistics on such movements to support policy development.

Expected duration 33 working days over the period from February to December 2022, to be agreed with the consultant

Duties and Responsibilities (a) Review and update the list of HS codes for chemicals listed under the Rotterdam Convention. (b) Undertake research and analysis, including desk-based and through expert consultations, to prepare a scoping study (estimated up to 20 pages per waste type, including analysis of alignment with existing codes in the HS, relevant definitional issues to be considered, wastes that need to be covered, recommendations on HS amendment proposals and any clarifications and/or additional information needed from Parties and stakeholders, for the following waste types: (i) waste end-of-life motor vehicles, containing neither liquids nor other hazardous components and (ii) metal wastes/compounds. (c) Prepare draft HS amendment proposals (consisting of amendment proposals and rationale for the proposed changes) for two of the following four waste types (to be determined) taking into account scoping reports on these waste types and any information provided by Parties and stakeholders: (i) wastes from production, formulation and use of biocides and phytopharmaceuticals, including waste pesticides, (ii) waste pneumatic tyres, (iii) waste end-of-life motor vehicles, containing neither liquids nor other hazardous components and (iv) metal wastes/compounds. (d) Liaise with the WCO Secretariat (attendance of meetings, phone calls, exchanges by email) and other relevant authorities to obtain advice and clarifications for further improving draft proposals to the HS, including the latest draft proposal on plastic waste prepared by the Secretariat, and other matters as relevant. (e) Participate in meetings of the HS subcommittees (2 meetings of the RSC in 2022) and follow deliberations pertaining to HS amendment proposals submitted by the Secretariat for chemicals listed under the Rotterdam Convention and waste types listed under the Basel Convention and prepare summary reports of deliberations of such meetings, as necessary. (f) Provide advice and supporting information to the Secretariat on responding to requests for clarifications arising during the review of proposals by the HS committee and its subcommittees, as necessary.

Qualifications/special skills Academic Qualifications: An advanced university degree in the field of administration, law, international trade, engineering or natural science required, or a first-level university degree in another field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Language: English and French are the working languages of the UN Secretariat. For this position, fluency in English (i.e., oral and written proficiency and excellent drafting skills) is required. Knowledge of other official UN languages is desirable.
