Customs codes for the Basel, Rotterdam and Stockholm Conventions

Result of Service Harmonized System codes for Basel Convention wastes and chemicals listed under the Stockholm and Rotterdam Conventions and the consequent Explanatory Notes are available to Parties to facilitate enforcement of provisions on the transboundary movement of the wastes and chemicals concerned and the collection of statistics on such movements to support policy development.

Expected duration 40 working days over the period of 25 October 2021 to 30 January 2022

Duties and Responsibilities (a) Review draft HS amendment proposal on plastic waste developed by the Secretariat and undertake further research and consultations as necessary with a view to addressing comments on the draft from Parties, harmonizing the draft with the HS structure and terminology, enhancing their applicability by customs and ensuring the scope of plastic waste as listed under the Basel Convention is comprehensively covered; and prepare (i) a report on the review (up to 30 pages) and (ii) an improved proposal (consisting of amendment proposals and rationale for the proposed changes) for submission to WCO; (b) Undertake research and analysis; and prepare (i) a scoping study for chemicals listed under the Rotterdam Convention in 2019 (up to 10 pages, including analysis of alignment with existing codes in the HS and relevant definitional issues to be considered) and (ii) HS amendment proposals (consisting of amendment proposals and rationale for the proposed changes) that may be needed for identifying these chemicals in HS; (c) Undertake research and analysis, including desk-based and through expert consultations, to prepare a scoping study (up to 35 pages, including analysis of alignment with existing codes in the HS, relevant definitional issues to be considered, wastes that need to be covered and any clarifications and/or additional information needed from Parties and stakeholders) and draft elements of HS amendment proposals for the following two waste types: (i) wastes from production, formulation and use of biocides and phytopharmaceuticals, including waste pesticides and (ii) waste pneumatic tyres; (d) Liaise with the WCO Secretariat (attendance of meetings and phone calls) and other relevant authorities to obtain advice and clarifications pertaining to draft amendments to the HS; (e) Provide advice to the Secretariat on responding to request from the HS subcommittees for clarification and supporting information arising during the review of amendments proposed by the Secretariat; (f) Participate in meetings of the HS subcommittees and follow deliberations pertaining to HS amendment proposals submitted by the Secretariat and prepare summary reports of deliberations of such meetings;

Qualifications/special skills Academic Qualifications: An advanced university degree in the field of administration, law, international trade, engineering or natural science required, or a first-level university degree in another field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - Seven years working experience in areas involving the use of the HS for the classification of goods and wastes and application of the HS by customs administrations, demonstrating expert knowledge of the HS, are required. - Experience with the process and procedures for amending the HS by the WCO RSC is highly desirable and understanding of how the HS is used by customs for implementation and enforcement of trade and environmental regulations. - Previous experience working in or with a national customs administration is desirable. Language: Fluency in reading and writing in English is required
