UNICEF's Global Shared Services Centre (GSSC) in Budapest, Hungary supports UNICEF operations globally in the areas of Finance, Human Resources, Payroll and Information Technology, and part of the services is the development of Learning & Development material for UNICEF staff globally

How can you make a difference?

The GSSC is seeking a Curriculum Developer Consultant to create new e-learning content in subjects of UNICEF programme areas, staff development or business tools. The curriculum may feature responsive design e-learning products or video tutorials developed in cooperation with Subject Matter Experts.

This will involve:

Under the direction of the Learning and Development Specialist and in consultation with UNICEF content owners, the consultant will produce e-learning modules and / or video-based learning materials. E-learning production includes instructional design, graphic design and development of templates. Video production includes scripting, recording management, editing and subtitling.

The job requires a creative individual who can work with minimal supervision.

Tasks include:

  • Liaise with subject matter experts (SMEs) to receive content
  • Review content and, using editing tools as well as graphics, create e-learning content of each subject
  • Create the English language narration (from script provided by SME and approved by SAP Consultant) as well as the English language caption
  • Collaborate with Learning and Development Team and Content Owner/Subject Matter Expert as project progresses
  • Test and revise content based on feedback

To qualify as an advocate for every child you will have...

  • Proven experience in e-learning production and / or video production
  • Animation expertise
  • Advanced English language skills are required
  • Additional UN language skills are considered a plus
  • Good analytical and communication skills
  • Ability to adapt based on feedback requests

Mandatory Requirements

The candidates must include the following in their submission:

  • Motivation letter, explaining candidate’s interest in e-learning and video development.
  • A sample video (mp4) or SCORM package (at least 30 seconds) demonstrating screen capture along with graphical and/or animation skills including voice over. (E.g., a video on how to use an IT tool).
  • Two letters of reference regarding candidate’s suitability as per the minimum qualifications and competencies.
  • CV detailing background and all relevant experience.
  • Financial Proposal indicating the hourly rate for delivery of services. The rate should be expressed in either U.S. dollars (USD), Euros (EUR) or Hungarian Forint (HUF). The offer must be all-inclusive and expressed in gross amounts. If/where applicable, the exchange rate to be used for currency conversion will be the United Nations rate of exchange.

Candidates will be subject to reference checks during the selection process.

Successful bidders will be required to accept UNICEF’s General Terms and Conditions for Service Contracts.

Location and duration

  • Eligibility and availability to work onsite in the office of UNICEF GSSC (16 Wesselényi street, 1077 Budapest, Hungary) is highly desirable
  • Consultants performing their duties remotely are expected to work using own equipment on flexible work arrangements under the supervision of the Learning & Development Specialist.

The contract will be in force for 8 months with the possibility of extension based on the project.

Evaluation Criteria

Applicant submissions will be scored based on the following criteria, with a maximum of 100 points being awarded. A required minimum score of 75 points is needed to further consider the applicant.

  • E-learning production experience - 25
  • E-learning sample submission - 40
  • Animation expertise - 25
  • English language skills - 10

Candidates meeting technical requirements will be evaluated based on value for money of Financial Proposal.

Payment information

  • Billing is by project deliverable
  • Invoices are presented to Learning & Development Specialist monthly, at the end of each month, for approval
  • Approved invoices will be submitted for payment

This is a full-time deliverables-based consultancy for e-learning development and as such consultant is not eligible to paid time off during this period. The terms of payment are upon receipt and approval of invoice and acceptance of work outputs. Payment will be completed by bank transfer in the currency of offer on the next payment cycle (usually within 2 weeks’ time).

Terms of employment

Consultants are required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement.

Consultants are responsible for arranging, at their own expense, life, health, and other forms of insurance covering the period of their services on behalf of UNICEF as they consider appropriate. Consultants are not eligible to participate in the life or health insurance schemes available to United Nations staff members.

Consultants are responsible for determining their tax liabilities and contributions in accordance with local laws. UNICEF is tax exempt entity and cannot assume nor undertake any liability for taxes, duties or other contributions payable by consultants on payments made under their contract with UNICEF.
