This is also in preparation of the UNESCO World Conference on Cultural Policies – MONDIACULT 2022, to be held in Mexico City on 28-30 September 2022. The study will cover all three SIDS relevant sub-regions, namely the Caribbean, the Pacific, and the Atlantic and Indian Ocean sub-regions. Its preparation will rely on a transversal collaboration across the UNESCO Culture Sector, involving notably the Cultural Policies and Development Entity in Headquarters – ensuring the overall editorial coordination – and the UNESCO Offices in Apia, Yaounde, Kingston and Havana, respectively coordinating and contributing to the preparation of the sub-regional reports in the three SIDS sub-regions. UNESCO’ concerned post responsible for managing the consultancy contract: **Under the direct supervision of the UNESCO Culture Programme Specialist in Apia.** **RATIONALE AND SCOPE:** The Small Islands Development States (SIDS) are faced with a unique set of social, economic and environmental vulnerabilities that in many cases hinder them from addressing structural and external challenges and investing in their resilience, in particular, as their survival and viability are increasingly threatened by “a large range of impacts from climate change and potentially more frequent and intense natural disasters”[\[1\]](#). Despite these vulnerabilities, the SIDS countries are historically engaged in harnessing culture to achieve development goals from the perspective of building more harmonious relationships between nature and culture, ensuring the inclusion of culture in risk preparedness mechanisms, drawing on culture to support climate action, food security and to preserve biodiversity. Long Description ---------------- The needs and aspirations of the SIDS in leveraging culture for economic and social development were particularly voiced by the regional consultations led by UNESCO in the run-up to the World Conference on Cultural Policies and Sustainable Development – MONDIACULT 2022 (Mexico City, 28-30 September 2022). In this context, UNESCO is proposing to conduct a desk study to map the specific needs, challenges, opportunities and strategic priorities linked to the SIDS cultural policies, and thereby ensuring the aspirations and priorities of the SIDS are amplified in the global policy dialogue on culture, and supporting the adaptation of their cultural policies to sustainable development challenges. The study will particularly engage the inter-governmental organizations at the regional and sub-regional levels, as a critical platform in shaping cultural policies at the country level, supporting regional exchange mechanisms and converging countries’ priorities pertaining to culture, including notably the safeguarding of traditional practices and languages, support to the creative economy as well as, in some regions, countries aspirations towards regional integration. For example, the Caribbean Community (CARICOM) adopted its first sub-regional cultural policy in 1995, focusing primarily on culture’s role in development in the broadest sense. Description of content The Study should not exceed 20 standard pages (approximately 8,000 words) and will include the following: 1. **mapping** **of the SIDS’ needs, challenges, and strategic priorities** pertaining to cultural policies also in view of their fast-evolving cultural sector, encompassing new communication and media technologies, as well as adaptation of the cultural sector to the digital transformation; 2. **underlining** **cross-cutting areas** between culture and other public policy area for the SIDS, taking into consideration culture’s role in addressing specific sustainable development challenges particularly faced by the SIDS, while also emphasizing the critical contribution of the SIDS to the global discussion on cultural policies; Long Description ---------------- *3. **identifying** **good practices** in the field of cultural policies and the integration of culture across the broad public policy spectrum by the SIDS countries;* *4. **providing policy recommendations** with a view to supporting the SIDS Member States towards relevant policy development and adaptation.* *This assignment will see to the completion of the first task.* *[\[1\]](#)Idem* **OBJECTIVES:** The objective of this consultancy is to conduct mapping on the needs and priorities related to cultural policies of Small Island Development States (SIDS) in the context of the 2030 Agenda for Sustainable Development. Specifically : - Undertake a desk research on cultural policies in the Pacific SIDS building on the concept note and standard template prepared by UNESCO and attached to the present contract, - Contribute to the coordination of the study, under UNESCO’s guidance, - Draft a sub-regional report on cultural policies in the Pacific SIDS (5,000 words), building on the standard template provided by UNESCO, and the afore-mentioned desk research. **OUPUTS with deadlines:** The individual specialist shall submit the following deliverables by the following deadlines: - by 15 July 2022 a first draft of the sub-regional report, for review by UNESCO and for an encouraged peer-review by SPC - by 25 July 2022 a final sub-regional report, incorporating comments from UNESCO and SPC Long Description ---------------- **TASKS RELATED TO THE ASSIGNMENT:** 1. Undertake a desk research on cultural policies in the Pacific SIDS building on the concept note and standard template prepared by UNESCO and attached to the present contract, and more specifically: 1. Analyze existing material compiled and provided by UNESCO (previous regional studies and consultations, country level cultural policy information, policy debates…); 2. Identify additional material, information and data through targeted research at national and regional sources and/or focused interviews as deemed relevant; 2. Contribute to the coordination of the study, under UNESCO’s guidance, and notably: 1. ensure regular exchanges with other experts involved in the overall study to ensure consistency in terms of content and structure and harmonize outputs; 2. ensure exchanges with SPC to facilitate peer-review and support their contribution and subsequent ownership of the study, in the run-up to MONDIACULT; 3.
