Before 2019, CCI represented one of the most dynamic sectors of the Lebanese economy and determining factor of wealth creation driven by the young generation. The Port of Beirut explosion impacted areas with the highest concentration of CCI leading to sharp decline in cultural productions. With more than 55% of 200 mapped CCIs permanently or temporarily closed[\[1\]](#_ftn1), there has been a significant exodus of cultural actors from the sector and from the affected neighbourhoods. Urgent emergency support is essential to sustain the livelihoods of the remaining cultural actors and recover the vibrancy and cultural identity of affected neighbourhoods. - - - - - - [\[1\]](#_ftnref1) UNESCO Lebanon. Beirut CCI Survey. 2020. Long Description ---------------- To that end, the objective of the Lebanon Financing Facility project: Beirut Housing Rehabilitation and Cultural and Creative Industries Recovery Project and in particular its Component 2: Emergency Support for Cultural and Creative Industries Recovery, is to provide emergency support through grants to affected cultural entities and practitioners operating in targeted CCI for the development of cultural productions. This component will finance, and technically support the rollout of cultural productions in neighbourhoods affected by the Port of Beirut explosion. The target is to provide grants to at least 65 non-for profit organizations and to 85 individual cultural practitioners. Through a call of proposals, UNESCO will invite eligible beneficiaries to submit relevant proposals for the development and implantation of cultural productions. Cultural productions to be supported through grants will be selected based on a set of eligibility criteria through a formal procedure. Long Description ---------------- UNESCO will hire an expert in CCI to support it in the implementation of the project. **Duties and responsibilities of the Expert in CCI:** Under the authority of the Director of UNESCO Beirut Office and under the direct supervision of the Programme Specialist for Culture, the expert in CCI shall: - Provide dedicated and senior advice and comprehensive inputs on the communication materials and outreach campaign that will be developed for the project - Identify qualified experts interested and available to be members of the Grant Approval Committee (GAC) that will evaluate relevant expressions of interest submitted by experts to participate to the GAC - Contribute in the wide dissemination of the call for proposals (for grants) to the highest possible number of eligible beneficiaries Long Description ---------------- - Technically evaluate proposals submitted by the beneficiaries based on the pre-selection grid developed by UNESCO Beirut Office - Prepare a common template based on UNESCO criteria to be used for the evaluation of each proposal submitted by potential beneficiaries, submit the template to UNESCO and have it approved - Draft two or three-page summary note for each proposal to be submitted to the attention of the Grant Approval Committee based on the common template and formulate a funding recommendation - Together with UNESCO Beirut Office and its local contractor, systematically and regularly monitor the implementation of cultural productions including through frequent side visits - Monitor and review progress final narrative reports submitted by beneficiaries, to ascertain whether activities have been implemented according to the approved proposal; provide UNESCO Beirut office with the related assessment - Draft progress narrative reports (quarterly progress report for UN-Habitat) - Contribute to the preparation of and participate in the monthly coordination meetings with the donor - Liaise with UN-Habitat and the UNESCO Media and visibility Coordinator to ensure visibility of UNESCO and the donors of the project **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) Making quality decisions (M) Strategic thinking (M) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- *Education:* Advanced university degree (masters or equivalent) in humanities or social sciences *Work experience:* • A minimum of 10 years of relevant professional experience in Culture including Cultural and Creative industries in Lebanon. • Professional experience working with cultural practitioners and entities *Skills / Competencies:* • Strong strategic and analytical skills. • Strong sensitivity and adaptability in culture, gender, religion, ethnicity, and nationality. • Experience and understanding of development work in the context of crisis and conflict in particular and to be able to coordinate effectively in between multiple parties. • Excellent organizational, networking, partnership building, and interpersonal skills. • Experience in teamwork. • Excellent communication skills (drafting and oral). *Languages:* Excellent knowledge of written and spoken Arabic and English or French. **DESIRABLE QUALIFICATIONS** ---------------------------- *Education:* Ph.D or equivalent degree in the field of humanities or social sciences *Work experience:* • Professional experience working with international organizations *Languages:* Good knowledge of the other language (English or French). **CONTRACTUAL ARRANGEMENTS** ---------------------------- Your written submittal should comprise: (a) an up to date curriculum vitae, and (b) A Financial Proposal consisting of the amount to be charged for the assignment, which should be quoted in US dollars only, and divided by deliverables. • Type of contract: Individual Consultants contract • Duration: 11 Months. • Remuneration: payments are based upon deliverables.
