Duties and Responsibilities The UN Security Council, through Resolution 1960 (2010), requested the Secretary-General to include a list of parties to the conflict, who are credibly suspected of being responsible for CRSV, in the Annual Report on Conflict-Related Sexual Violence, and to track and monitor implementation of commitments to end CRSV by these parties. The resolution requested the establishment of Monitoring, Analysis, and Reporting Arrangements, now known as “the MARA”, to provide a UN-wide information gathering and analysis mechanism on CRSV and to ensure a coherent and coordinated approach at field level.

A Provisional Guidance Note on the Implementation of UNSCR 1960 was developed in 2011 by UN Action (hereafter UN Action) Against Sexual Violence in Conflict, a network of now 24 entities across the UN system united in the goal of ending CRSV, to provide guidance on key operational elements of the resolution, namely on the MARA and commitments by parties to conflict to prevent and address sexual violence.

More than ten years after the publication of the Provisional Guidance Note, in 2022, UN Action hired an external team of consultants to conduct a global review of the operationalization of the MARA to assess whether the objectives foreseen for it have been fulfilled and to develop a set of forward-looking recommendations to strengthen its implementation. Based on this assessment and in line with latest policy and guidance developments, UN Action now launches the process of finalising the Guidance Note on the Implementation of UNSCR 1960.

The purpose of this consultancy is to support UN Action with the finalisation of the Provisional Guidance Note on the Implementation of UN Security Council Resolution 1960 (2010). The Revised Guidance Note should build on the Provisional Note developed by UN Action in 2011 and on the findings from the MARA assessment commissioned by UN Action in 2022 and aim to provide user-friendly information and guidance applicable across different country settings. The finalised/revised Note should reflect policy and guidance developments and operational practices since 2011, as well as aim to enhance the UN system’s coherence and coordination in implementing UNRSC 1960 at field and Headquarters. The consultant will be responsible to produce a draft of the final Guidance Note based on the review of existing literature and in-depth consultations with relevant experts – including Mission staff, humanitarian practitioners and other relevant stakeholders – in UN Headquarters and field presences. In doing so, the consultant will be expected to identify technical and institutional challenges related to the subject-matter and help to bring forward novel and innovative proposals aiming to enhance the availability of reliable information on CRSV as well as accountability for conflict parties.

The consultant will be responsible to develop a methodological framework and work plan upon the project start in consultation with the hiring team.

The consultant will work under the overall supervision of the UN Action Coordinator and the Team Leader of the CRSV Team, Policy and Best Practices Service, Division of Policy, Evaluation and Training in the UN Department of Peace Operations. The Consultant will keep both jointly and fully apprised of the progress including weekly update calls. A Reference Group comprised of the UN Action MARA Core Group and SWPAs will meet with the consultant at the start of the process, when initial findings are shared, and to review and discuss the drafted Revised Note prior to finalisation. The finalisation process will include review and endorsement by the UN Action Network.

Qualifications/special skills Advanced university degree in International Relations, Public Policy and Administration, Law, Development Management, or related discipline is required.

Seven years progressively responsible professional experience is required.

Demonstrated skills in policy and guidance development is required.

Extensive experience in research design and implementation is required.

Previous experience serving in, or demonstrated knowledge of, UN field missions, is required.

Strong understanding of the survivor-centred approach and safety and ethical standards for GBV/CRSV data management is required.

Previous experience in the field of Women, Peace and Security, gender-based violence, CRSV, or related field, is highly desirable.

Experience in peace operations or humanitarian response in conflict and post-conflict situations is desirable.

Previous experience working on UN information management systems (MARA, MRM, GBV IMS, SAGE, etc) is desirable.

Links and/or samples of previously published research reports in a related area of work is required.

Languages Fluency in oral and written English is required. Fluency in oral and written French is desirable.
