OBJECTIVES OF THE PROGRAMME

The objectives of the NCD programme are to increase the activities conducted at the national, regional and global levels in order to implement the commitments included in NCD-related resolutions adopted at the UN General Assembly, taking into account the guidance provided by the World Health Assembly and WHO, by:

(i) providing strategic global leadership for prevention and control of NCDs preparing for governing bodies and high level political meetings;

(ii) developing and engaging in partnerships where joint action is needed;

(iii) setting norms and standards, and promoting and monitoring their implementation;

(iv) articulating ethical and evidence-based policy options;

(v) providing technical support, catalysing change, and building sustainable institutional capacity;

(vi) shaping the research and innovation agenda and stimulating the generation, translation and dissemination of valuable knowledge;

(vii) monitoring the health situation and assessing health trends and

(viii) ensuring funding and human resources to fulfil the mandate on NCDs.

DESCRIPTION OF DUTIES

1. Provide strategic leadership for WHO's overall policy, strategy and programmes on how to provide support to governments to reflect the NCD-related SDG targets in national development plans and policies and to accelerate progress on specific targets within the parameters set by the WHO Programme Budgets and Global Programme of Work across the 3 billions.

2. Conceptualize, design and execute the overall strategic communications strategy of the NCDs to position the work as relevant to the NCD GAP targets and SDGs and provide diverse materials (presentations, briefings, speeches, questions and answer) on highly complex issues related on work developed on NCDs to attain strategic and technical recognition with a global setting.

3. In close coordination with DDG, ADG/UCN, ADG/HEP, Directors, D/GBS and EXD/WUN, direct, coordinate and monitor the preparation of reports and resolutions at the global level for the UN General Assembly, ECOSOC, World Health Assembly, Executive Board and governing bodies of specialized UN agencies on areas covered by NCDs, as well as intergovernmental processes established by them; ensure follow-up to resolutions and to the decisions of the UN General Assembly, World Health Assembly and Executive Board; provide information and assist Member States and their representatives on all matters relating to the sequencing of reports to the various governing bodies on NCDs-related matters.

4. Take a lead role in supporting on strategic and organizational considerations relating to the preparations of the fourth UN General Assembly High-level Meeting on NCDs in 2025, as described in WHO/75/12, including an intergovernmental preparatory process organized by WHO linked to SIDS or other meetings leading up to 2025.

5. Conduct political liaison work and manage ongoing contacts between the NCD Department and Member States, and conduct political and global health architecture and contextual analysis, on an ongoing basis, that contribute to decision making and the elaboration of strategic planning to further the NCD's mandate and objectives.

6. Manage the implementation of existing policies related to the engagement with non-State actors and Global Fora in full alignment with FENSA and incooperation with all Departments.

7. Coordinate and support the strategic direction of TEN, ODTs on NCDs, STAG NCDs,TAG on NCDs Research and Innovation, Steering Committee for the NCDWIN and the regular Private Sector Dialogues.

8. Develop and coordinate NCDs partnership and resource mobilization network, identify opportunities and special areas of mutual interest with potential donors, manage donor agreements and amendments (as Certifying Officer), and coordinate implementation of the Memoranda of Understanding signed with donors and partners.

9. Develop and sustain the engagement and dissemination strategy for NCD related resolutions and normative work, including being the main focal point for WHO Academy and capacity building.

10. Coordinate the evaluations of the work of the Secretariat of the WHO Global NCD Action Plan 2013-2020 and the managerial responses.

11. Support the Director in discharging his/her responsibility of coordinating upstream matters related to the prevention and control of NCDs in relation to interagency, interregional and outside bodies.

12. Coordinate the technical inputs to the result reporting and sustain an analysis of the demand coming from countries for HQ support.

13. Perform other duties, as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in political science, international relations, public administration, communication, public relations, or other relevant subject. Desirable: Postgraduate degree in NCDs or a combination of training in the prevention and control of NCDs.

Experience

Essential: A minimum of 15 years relevant experience of developing policies and strategies in the area of noncommunicable diseases at the international level in managerial positions. Solid experience in conceptualizing communication strategies. Proven record in organizing intergovernmental processes, providing leadership on proceedings in governing bodies, and drafting of documentation for the World Health Assembly, ECOSOC, UN General Assembly or comparable bodies. Demonstrated experience in resource mobilization and donor relations. Desirable: Working experience within the World Health Organization and other UN agencies. Work in the field of international relations, strategic planning, managing change and team building. Several years of experience of developing policies and strategies the area of non-communicable diseases, mental health and nutrition or similar closely related areas.

Skills

- Comprehensive knowledge of the intergovernmental processes in follow-up to the 2011 UN Political Declaration on NCDs, the 2014 and 2018 UN Outcome Document on NCDs, assignments given to WHO through the WHO Governing Bodies and preparatory processes for the fourth UN High-level Meeting on NCDs in 2025.

- Comprehensive knowledge of similar intergovernmental processes at the UN General Assembly, ECOSOC and WHO Governing Bodies on issues related to oral health, eye and hearing, disabilities and rehabilitation, PHC, UHC and the preparedness and response agenda for emergencies and humanitarian settings.

- Comprehensive knowledge of the global public health aspects of NCDs also in relation to financing and financial protection, human rights, equity, health systems and health security.

- Experience in managing complex organizations at international level.

- Experience in implementation of political decisions and producing results.

- Establishment and development of new organizational structures.

- Excellent negotiation, communication and resource mobilization skills.

- Capacity to develop innovative actions.

- Good writing skills for speeches, briefings and presentations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 103,660 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 7187 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
