UNICEF became operational in Greece in early 2016 as an outposted team from the Regional Office of Europe and Central Asia (ECARO) to respond to the significant influx of refugee and migrant children and their families at that time. Following several years of engagement with national stakeholders, UNICEF and the Government of Greece made a decision in January 2020 to formalize the agency’s presence in the country under the form of a Greece Country Office.

Within the framework of an expanded mandate for all children in Greece, UNICEF and Greece are moving towards an even greater collaboration and partnership in order to address the needs of all vulnerable, marginalized and left-behind children in the country.

The new Country Programme in Greece has a specific focus on maintaining the availability, analysis and use of high-quality, timely and reliable data and rigorous monitoring and evaluation that often form the justification and planning basis for interventions and reforms. UNICEF’s added value in knowledge-management and technical assistance to government and independent bodies as well as promoting child participation in policymaking will further contribute to improving the realization of child rights across all sectors.

The Planning, Monitoring and Evaluation (PME) Unit works in partnership with national and local authorities as well as independent entities, civil society and academia, and in close coordination with all sections of the Greece Country Office, to address key priorities that have been identified through the situational analysis. Part of those efforts include a variety of research, assessments, and evaluations to gather comprehensive information and improve availability of data around the situation of children, their needs, and existing gaps to inform national planning. The unit is led by the Child Rights Monitoring Specialist, while evidence generation functions will be supported by an NO01 CRM Officer.

This role sits within the PME Team. The Post will take responsibility for supporting the Country Office in improving research and availability of data for panning purposes, providing technical support to surveys as well as supporting analysis of data and technical assistance on policy documents. The role works primarily in support of the country’s Statistics System to ensure evidence for planning.

Purpose of the Job

Under the close supervision of the Child Rights Monitoring Specialist/PME Chief, support evidence generation and data collection exercises in the office for policy influencing, advocacy and public awareness. Conducts data collection and analysis to fill information gaps and to strengthen capacity for advocacy for children’s rights. This will entail support to information/data collection, statistics and data analysis, research, reports, and implementing training programmes for national and sub-national data collection and research capacity building with special attention to the interest, concern and participation of primary stakeholders. Will participate in Technical Working Groups, with a particular focus on ensuring that children’s issues and vulnerability indicators are well integrated.

Key Accountabilities, duties and tasks:

  1. Data Driven Thematic Research for Advocacy

▪ Provide technical support to Thematic Research projects and ensure they meet quality standards, when necessary, provide assistance to seek and related expertise of knowledge institutions

▪ Facilitate and take part in conducting research initiatives on specific and substantive issues.

▪ Contribute to the dissemination of knowledge, findings, conclusions, and recommendations

▪ Review and provide technical comments on draft research proposal and reports.

▪ Provide assistance in tracking the evaluation plan (EISI) and ensure that management response to findings and recommendations of the researches is completed, recorded and followed up for implementation.

▪ Support in coordination of inception meetings for research; solicitation of feedback on key deliverables; monitoring and ensuring the quality of the field work and data management during the implementation phase.

▪ Assist in high quality research with ethical standards meeting UNICEF quality assurance for research and establishing platforms that could strengthen quality and compliance to ethical standards.

  1. Improving data collection and analysis for increased use for policy and programme action

• Supports the collection, analysis and user-friendly presentation of data on multidimensional disparity affecting children, including strengthening national data system capacity to collect routinely, report and use data for policy decision-making.

• Provides timely, regular data-driven analysis for effective prioritization, planning, and development; facilitates results-based management for planning, adjusting, in support of sections.

3. Facilitate use of data for evidence-based programming

  • Develops, refines and manages data repository bringing together data from multiple sources into a coherent, visually appealing platforms to inform national planning and enhance the effective delivery of national programmes delivering basic services affecting children and other vulnerable groups
  • Provides technical support for systems strengthening and capacity development on data systems, including during the preparation and undertaking of national surveys, as well as during data collection, analysis, report writing and dissemination.
  • Undertakes data analysis exercises in partnership with Programme Sections and/or other relevant partners involved in national surveys and data production;
  • Provides technical backstopping around survey development and analysis to UNICEF programme sections;
  • Provides support to programme staff to acquire data from national surveys and administrative sources for further analysis.
  1. UNICEF Programme Management

• Helps manage and coordinate technical support around data and research, ensuring it is well planned, monitored, and implemented in a timely fashion to adequately support scale-up and delivery. Ensures risk analysis and risk mitigation are embedded into overall management of the support, in close consultation with UNICEF programme sections.

To qualify as an advocate for every child you will have…

Education:

A university degree in one of the following fields is required: Political Sciences, Social Sciences, Statistics, or another relevant technical field.

Experience:

  • A minimum of one year of relevant professional work experience is required.
  • Experience in CRM, and/or research is required.
  • Experience working in EU is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English and Greek is required.
