BACKGROUND:

WFP has developed a broad policy focusing on ‘people’, which articulates the organization’s vision of its future workforce and the core values, that shape, WFP’s workplace culture. It is known as the WFP people policy and ‘people’ is defined to mean any employee of WFP regardless of the contract modality.

The purpose of the people policy is to establish a coherent framework for excellence in people management by outlining WFP’s workforce vision and commitments, and its expectations of employees’ behaviour to each other and to the organization.

WFP’s vision is of a future workforce, which is diverse, committed, skilled, and high-performing teams, where members are selected on merit, operating in a healthy and inclusive work environment and living WFP's values, working with partners to save and change the lives of those they serve.

To achieve this, the people policy identifies four priority areas for people management and establishes a set of 12 elements that support the implementation of initiatives under the priority areas. The four priority areas are, “nimble and flexible”, “performing and improving”, “diverse and inclusive” and ”caring and supportive”. It also identifies 34 commitments, which WFP makes or expects to be made to its ‘people’ by its leaders, managers, supervisors, and employees.

The people policy has been developed with high levels of participation by employees and their staff associations and considered at five informal consultation events with the Executive Board prior to its approval at the board’s annual meeting on 23 June 2021.

The people policy will be supported by an organizational change management process aimed at ensuring effective implementation and progressing excellence in people management across WFP. This change management process will be supported by a substantial Corporate Critical Initiative (CCI) involving multiple HQ divisions and offices, regional bureau, and country offices.

ORGANIZATIONAL CONTEXT:

This consultancy position will report directly to the Senior Policy Advisor – People Policy.

JOB PURPOSE:

The Critical Corporate Initiative (CCI) Coordinator will establish and oversee all of the planning, operationalization and tracking of activities contained in the CCI – investing in WFP people and similar initiatives, and ensure the provision of timely and accurate performance data required for reporting to management and to the Executive Board.

KEY ACCOUNTABILITIES:

The incumbent will:

  • Review and, where necessary maintain, detailed information concerning CCI activities including in WFP’s budget management application, Tagetik
  • Provide information and guidance on the disbursement of CCI funds efficiently to participating divisions, regional bureaux and offices in relation to eligible activities
  • Build relationships with focal points in participating divisions, regional bureaux and offices who are responsible for the programing and monitoring of relevant activities
  • Establish planning, tracking, and reporting templates that are compliant with those tools provided by Corporate Performance Planning division to collect timely data on completion of activities and expenditure profiles
  • Highlight performance against the CCI’s key performance indicators
  • Develop targets for both activity and expenditure profiles for each of the CCI deliverables, disaggregated for each participating division, regional bureau, and office
  • Generate summary updates to management and participating divisions, regional bureaux and offices on the rate of disbursement and completion of related activities, as required by usually monthly
  • Prepare detailed reports on the disbursement and completion of related activities and the outcomes achieved, as required by usually at the half year and year end points
  • Report immediately and by exception on all activities that are off-target, and recommend remedial action
  • Prepare reports, presentations and talking points on behalf of the Assistant Executive Director for leadership group and management meetings, and for meetings of the Executive Board.

  • Such other duties as may be required.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Tools for the programming and tracking of and reporting on activities in scope of the CCI
  • Monthly, quarterly, bi-annual, and annual reports of activity and expenditure for each deliverable area and related activities
  • Reporting against the CCI’s key performance indicators
  • Supporting briefing documents and strategic talking points, including inputs to formal reports for decision.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or other related field; or a First university degree with additional years of related work experience and/or appropriate training courses.

Experience:

Minimum of 6 years of post-graduate and progressively responsible professional experience in a relevant field, of which two years should ideally be working internationally.

Knowledge and Skills:

  • Thorough knowledge of project management and budget management processes and techniques in complex organizations.
  • Broad understanding of business principles, processes, and the ability to quickly assimilate UN/WFP specific processes and systems.
  • Working knowledge of related WFP systems would be an advantage.
  • Excellent data analysis skills, including mastery of supporting technologies.
  • High calibre negotiation, facilitation, and motivational skills, with the ability to influence at senior levels .
  • Ability to design and operationalize project and budget management processes and related strategies.
  • Ability to identify issues, analyze and formulate opinions, draw conclusions, and put forward solid recommendations on complex matters.
  • Maintain strong professional relationships and partnerships.
  • Excellent communication skills with the ability to adapt styles to different situations and individuals.
  • Ability to establish priorities and to coordinate and monitor a work plan.

Language:

Fluency (Level C) in English language. Intermediate knowledge (Level B) of a second official UN language would be an advantage.
