Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Thirty years ago, the statistics department, under the planning ministry responsible for the country's information, was destroyed due to the civil war. Most of its savings were lost, leading to a paucity of data. Only ad hoc and anecdotal approaches were available to estimate critical socio-demographic health indicators, including violence against women. But when the Federal Government of Somalia was rebuilt, and the country gained relative stability, the Directorate of National Statistics of the Ministry of Planning was re-established, which later became an independent institution called the Somalia National Bureau of Statistics (SNBS), mandated to collect, compile, coordinate, analyze, evaluate, and disseminate National Statistical Information.

The Statistics office uses two sources to produce information about the population: surveys and administrative records - the first is frequently carried as a critical source of socio-economic data for monitoring and informing development initiatives. In contrast, government institutions such as the Ministries of Education, Health, and Security collect administrative records and share the data with the SNBS upon request. The sources mentioned provide reliable information on different sectors, but unfortunately, the production of information about crime statistics, particularly violence against women (VAW), is challenging and incomplete. For example, surveys like the Somali health and demographic survey and Multi indicator cluster survey provide information on VAW. Still, both surveys are periodic and carried out every five years, while administrative sources that would obtain credible data regularly are weak and not promising. In this regard, a robust system able to capture crime statistics is needed to gain reliable, up-to-date, comparable data and identify the crime levels and government agencies' intervention.

Crime statistics system is vital for Somalia as it provides disaggregated and comprehensive data on the prevalence and incidence of various forms, causes, and consequences of violence against women. This will help the federal government and member states establish baselines, identify high-risk groups, concentrate intervention and prevention efforts where they are most needed, track change over time, evaluate the efficacy of interventions, and raise public awareness.

To date, most of the gender data and statistics work that we have done in the region has been under the umbrella of the global Making Every Woman and Girl Count (Women Count) programme. The Women Count Africa regional project is crafted around three primary objectives:

  • Creating an enabling environment: Regional coordination is being improved, working with organizations such as the UN Economic Commission for Africa (UNECA) and the African Development Bank (AfDB), and countries are being supported to identify and address institutional, legal and financial constraints to mainstream gender into national statistical systems and establish an efficient monitoring and evaluation system for the SDGs;
  • Increasing data production: Technical capacities of national statistical systems are being strengthened and quality data on violence against women, unpaid care work, gaps in access to decent work and pay, participation in public life and decision-making, and access to/use of information and communications technologies produced to improve SDG monitoring;
  • Improving data accessibility and use: Capacities of users are being strengthened to conduct gender data analysis, accessibility of gender statistics to all users is increased through better reporting, capacities to communicate gender data are increased through training, and data and metadata sharing encouraged to facilitate data flows, including to regional and global SDG-related databases.

Given its strong focus on strengthening violence against women statistics UN Women is partnering with the SNBS to create and strengthen the Somalia crime statistics system. UN Women intends to hire Crime Statistics Coordinator to lead the initiative and make onboard the stakeholders on crime statistics in the country, such as the Ministries of Justice, Women, Human Rights, Education, Health, and courts, to assess the situation, availability of crime statistics data, challenges, and the concrete steps that should be taken to move forward.

Duties and Responsibilities

The Crime Statistics Coordinator will work under the direct technical supervision of the ESA-RO Gender Statistics Specialist, with a matrix and day-to-day reporting line to the Director of the Population and Social Statistics Directorate of SNBS. The consultant will play a key role in developing the Violence Against Women statistical system and all of the implementation phases of the project by communicating with all stakeholders, including national and international partners.

Specific duties will include:

  • Planning, directing, and coordinating crime statistics activities;
  • Coordinate all project activities, from substantive, administrative, and financial points applying strategic planning and systematic coordination of project activities;
  • Implement crime statistics plans and build on previous work done by the SNBS team;
  • Provide technical and managerial support to the crime statistics and VAW;
  • Conduct Consultative and training workshops with FMS on crime and GBV statistics;
  • Make sure the crime statistics, tools, and guidelines to partners/stakeholders (e.g., ministries, UN Agencies, etc.) are going accordingly to international recommendations;
  • Prepare monthly reports of project activities, issues, and required action points;
  • Prepare crime statistics reports;
  • Liaise, engage and produce significant relationships with producers and users of crime statistics;
  • Develop data sharing Protocols and Templates;
  • Engage civil societies, private sectors, and academicians in the crime statistics process;
  • Support the establishment of a TWG on Crime Statistics and Violence Against Women and organize at least one TWG meeting;
  • Support the project assistant with the documentation of the events.

Deliverables:

  • Four draft consultative workshop reports;
  • Data sharing protocols and templates developed;
  • TWG on crime statistics established and two meetings held;
  • One report produced that summarizes the available crime statistics from administrative data sources;
  • Peer to peer learning to Egypt – trip organized, implemented and mission report completed.

Required Skills and Experience

Education and certification:

  • Masters degree in Statistics, Demography, Gender, Law, Public Administration, or related field.

Experience:

  • A minimum of five years of progressively responsible experience in providing management advisory services project or program management, design, monitoring, and evaluation or related area is required;
  • Extensive experience in working in the field of statistics with a reputable national or international institution is highly preferred;
  • Experience in gender statistics will be an advantage;
  • Research experience in planning, executing surveys including and other data collection activities and data analysis;
  • Knowledge and experience working in the Somalia context is highly desired;
  • Experience in using computers and office software packages and handling web-based management systems is desirable.

Language Requirements:

  • Fluency in written and oral English;
  • Fluency in oral Somali.
