Org. Setting and Reporting

This position is located in the UNODC Regional Office for Central America and the Caribbean (ROPAN) in Panama City, under the Global Programme “UNODC Action against Trafficking in Persons and the Smuggling of Migrants” of the Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), of the United Nations Office on Drugs and Crime (UNODC). The Crime Prevention and Criminal Justice Officer (Trafficking in Persons and Smuggling of Migrants – TIP and SOM) will report to the Regional Representative as first reporting officer, the Team Leader, Technical Cooperation Team (TCT) of HTMSS as additional reporting officer and receive overall guidance from the Chief of Section, HTMSS. The position may require significant travel (up to 30%).

Responsibilities

Within delegated authority, the Crime Prevention and Criminal Justice Officer will lead the implementation of the Global Programme “UNODC Action Against Trafficking in Persons and the Smuggling of Migrants” in Latin America and the Caribbean and coordinate with other projects and teams in the region engaging in activities linked to trafficking in persons and the smuggling of migrants, as well as other field offices in the region, in particular, the Regional Office for the Andean Region and the Southern Cone (ROCOL), the Country Office in the Federative Republic of Brazil (COFRB) and the Country Office in Mexico (COMEX). In full coherence with other projects/programmes implemented in the region, particularly those of the Human Trafficking and Migrant Smuggling Section (HTMSS), the Crime Prevention and Criminal Justice Officer will be responsible for the following specific tasks:

• In close consultation with the Crime Prevention and Criminal Justice Officer (Team Leader, Technical Cooperation), ROPAN, ROCOL, COFRB and COMEX, plan, coordinate and support the delivery of HTMSS’ technical cooperation projects assisting Member States in Latin America and the Caribbean to implement the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air..

• Plan, organize, coordinate and deliver a variety of specialized technical services for governments and practitioners in Latin America and the Caribbean, e.g. expert advisory services, legal and legislative drafting advice, expert group meetings, training seminars, in order to assist Member States in the ratification and/or implementation of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children and the Protocol against the Smuggling of Migrants by Land, Sea and Air. • Provide substantive support to personnel deployed by HTMSS in Latin America and the Caribbean.

• In full coordination and consultation with ROPAN, ROCOL, COFRB ad COMEX, plan, design and conduct programming, needs assessment and other technical missions in Latin America and the Caribbean, to evaluate and elaborate assistance proposals with cooperating governments, UN agencies and non-governmental and civil society organizations (NGOs/CSOs). Coordinate, especially from a substantive point of view, the development of relevant funding proposals and description of action for donor consideration in Latin America and the Caribbean in consultation with ROPAN, ROCOL, COFRB and COMEX, as needed, and the Team Leader, Technical Cooperation of HTMSS. • Develop project and initiatives to promote international cooperation in criminal matters, including south-south cooperation, among criminal justice practitioners at the national, regional and transregional level to address migrant smuggling and trafficking in persons.

• Contribute to the promotion and dissemination in Latin America and the Caribbean of good practices, lessons learned and methodologies with regard to trafficking in persons and smuggling of migrants developed by HTMSS, as well as pilot-test new practices in those regions through the design of special programmes and technical assistance activities in consultation with ROPAN, ROCOL, COFRB and COMEX.

• Plan, organize, coordinate and carry out the ongoing review, monitoring and analysis of social, economic and political developments and trends in the trafficking in persons and smuggling of migrants in Latin America and the Caribbean.

• Act as a focal and quality assurance person for the reporting on progress of HTMSS technical cooperation projects in Latin America and the Caribbean, and liaise with UNODC fund-raisers, donors and potential partners regularly, ensuring coordination of outreach with ROPAN, ROCOL, COFRB and COMEX.

• Mentor, and as required, guide other professional and support staff members and participate in the recruitment of personnel.

• Support the visibility of HTMSS’ anti-trafficking in persons work in the region and the communications plan, including submitting inputs in a timely manner;

• Upon request and where relevant, provide technical advice and inputs in the work of UN Country Teams and Regional Development Coordination Office as it relates to the implementation of technical cooperation projects and activities on trafficking in persons and the smuggling of migrants under his/her responsibility.

• Organize and prepare a variety of written outputs, such as background papers, reports, analysis, presentations, working papers; collect and compile relevant background data and information.

• Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

• Perform other work related duties as required.

Competencies

Professionalism: Has in-depth substantive knowledge and specialization in the field of human trafficking and/or migrant smuggling. Has knowledge of policies and practices in international criminal justice and crime prevention, as well as the mandates of the United Nations Office on Drugs and Crime. Demonstrates knowledge of regional and international cooperation in criminal matters. Has ability to foster regional and international contacts and cooperation relevant to the effective operation of a country's counter TIP and SOM regime. Demonstrates ability to liaise with law enforcement/prosecutors. Advanced university degree (Master’s degree or equivalent) in law, criminology, international relations, political science or a related field is required.

Work Experience

A minimum of seven years of progressively responsible and directly relevant professional experience in addressing criminal justice and crime prevention issues or organized crime, is required.

Within the seven years of experience, at least three to be focused on countering trafficking in persons and the smuggling of migrants, is required.

Experience in the implementation of technical cooperation programmes in multiple countries in the area of trafficking in persons and/or smuggling of migrants is required.

Experience in providing advisory services to promote international cooperation in criminal matters in the areas of trafficking in persons and the smuggling of migrants is required.

Experience in project elaboration, implementation, monitoring and evaluation is desirable.

Work experience with the United Nations system or similar international organization is desirable.

Work experience with counterparts in field locations is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Spanish is required. Knowledge of another official United Nations language is an advantage.
