Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is an international agreement between states. Its aim is to ensure that international trade in specimens of wild animals and plants does not threaten their survival(www.cites.org).

The International Consortium on Combating Wildlife Crime (ICCWC), is the collaborative effort of the CITES Secretariat, INTERPOL, the United Nations Office on Drugs and Crime (UNODC), the World Bank and the World Customs Organization (WCO), to bring coordinated support to the national wildlife law enforcement agencies and to the sub-regional and regional networks that, on a daily basis, act in defense of natural resources. Under the supervision of the Chief, CITES Enforcement Unit, the incumbent of the project post will, within limits of delegated authority, coordinate and support the development, implementation, monitoring and evaluation of programmes, projects, operations and other activities related to ICCWC, in particular the implementation of the ICCWC Strategic Programme.

The Incumbent will perform the following duties:

Responsibilities 1. Coordinate and support all actions required to ensure collective implementation of ICCWC projects and activities: •Coordinates and supports the implementation and evaluation of the ICCWC Strategic Programme and related projects and activities; •Coordinate and supports, as appropriate, the implementation of the provisions of Resolutions, Decisions and recommendations adopted by CITES governing bodies and directed to or requiring engagement with ICCWC partner agencies; •Ensures that ICCWC activities and projects support the implementation of Resolutions, Decisions and Recommendations adopted by CITES governing bodies; Facilitate the identification of the needs of Parties that can be addressed through the tools and services available through ICCWC, and initiate appropriate action; •Promote collective and coordinated development of projects and implementation of activities under the auspices of ICCWC; •Maintain and facilitate strong communication and coordination between ICCWC focal points of CITES, INTERPOL; UNODC, the World Bank and the WCO; •Facilitate the development and maintenance of up to date road maps for the work of ICCWC.

2. Support the Chief of Enforcement Support in administering the daily ICCWC related operations of the Section: •Prepare strategies for consideration by the Chief of Enforcement Support; •Oversee and coordinate the timely preparation of briefing papers, information documents, and other documentation on ICCWC and ICCWC related matters, including the preparation of documents for the meetings of the CITES Standing Committee (SC) and the CITES Conference of the Parties (CoP); •Coordinate activities to plan and host side events, workshops, meetings and seminars as agreed to by the ICCWC Senior Experts Group (SEG); •Coordinate the preparation and review of ICCWC media releases in consultation with the ICCWC SEG and the CITES Secretariat media relations officer; •Oversee and coordinate the development, updating, improvement and expansion of the ICCWC website; •Oversee the development, improvement, and updating of materials to promote ICCWC visibility, such as banners, fact sheets, brochures, and manuals.

3. Monitor and coordinate all actions required to successfully host ICCWC meetings and to raise the profile of ICCWC in various fora: •Monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identify problems and issues to be addressed and proposes corrective actions; identifies and tracks follow-up actions; •Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget); •Coordinates the meetings of the ICCWC Senior Experts Group (SEG) and provides support to relevant follow up activities as required; •Undertakes various initiatives; reviews analyzes and interprets responses, identifies problems/issues and prepares conclusions; •Coordinating and chairing the meetings of the ICCWC Technical Experts Group (TEG) and providing support to relevant follow up activities as required, including briefings to the ICCWC SEG; •Coordinates the work of ICCWC with relevant programmes and projects of ICCWC partner agencies (e.g. Global Wildlife Programme, CITES Trees and MIKES projects, UNODC’s Global Programme for Combating Wildlife and Forest Crime, INTERPOL and WCO’s projects on wildlife crime) and other partners, regional networks and projects as appropriate; •Liaises with other international, regional and national organizations, agencies and programmes, as appropriate, to facilitate synergies between the work of these entities and the work conducted under the ICCWC Strategic Programme; •Assists the ICCWC SEG in the development of the strategic approach for the Consortium and the development of the ICCWC Vision 2030, including through the review and analysis of current and future issues and trends, evaluation of the programme and related activities; •Coordinates, reviews and finalizes various written outputs, e.g. background papers, analysis, sections of reports and studies, inputs to publications; •Provides substantive support to relevant meetings and activities of the CITES Secretariat and of ICCWC partners as appropriate, including proposing agenda topics, identifying participants, preparation of documents and presentations; •Participates in or lead field missions, workshops, seminars, etc.; makes presentations on assigned topics/activities, including the provision of guidance to external consultants, government officials and other parties and drafting mission summaries;

4. Perform other duties as assigned; - Undertakes tasks at the request of the Secretary-General and strengthening the implementation of CITES.

Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Masters or equivalent) in criminal law, criminology, environmental law, wildlife law, International law, or related area is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in programme or project administration, management and technical cooperation involving criminal justice, combating wildlife crime as well as law enforcement issues is required. Experience in substantively servicing intergovernmental bodies is required. Experience in inter-governmental organization cooperation is desirable. Work experience with the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), International Consortium on Combating Wildlife Crime (ICCWC) and relevant partner programmes and projects to combat wildlife crime is desirable. Experience within the United Nations system or similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French and Spanish is desirable. Knowledge of another official United Nations language is desirable.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.
