Org. Setting and Reporting This position is located in the Programme Office in Mali (POMLI), Regional Office for West and Central Africa (ROSEN) at the United Nations Office on Drugs and Crime (UNODC) in Dakar, Senegal. The incumbent will report to the UNODC Regional Anti-Corruption Adviser in ROSEN with the UNODC Sahel Programme Coordinator as additional reporting officer, under the overall supervision of the UNODC Representative. The incumbent will receive substantive and policy guidance from senior and other officials in the Implementation Support Section (ISS), Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA) at UNODC headquarters, Vienna and in ROSEN.

Responsibilities Within assigned authority, the Crime Prevention and Criminal Justice Officer (National Coordinator and Anti-Corruption Expert) will carry out a range of functions to support the implementation of the Sahel Programme and the Global Anti-corruption programme in Mali. S/he will act as UNODC office Coordinator, in liaison with the UNODC-MINUSMA joint personnel, and will act as an expert in the area of anti-corruption. The incumbent will be responsible for the following specific duties:

•Contribute to the development, implementation and evaluation of assigned programmes and projects in the area of anti-corruption, including judicial/prosecutorial integrity. •Research, analyze and present information gathered from diverse sources in the field of anti-corruption with a focus on judicial/prosecutorial integrity. •Provide support and expertise for the coordination of policy development in the area of anti-corruption, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. •Monitor and review best practices, methodologies and programmes in the area of anti-corruption. •Work with government counterparts, as well as other stakeholders, to strengthen capacity to address corruption. •Develop and deliver targeted anti-corruption initiatives, including training courses, based on needs analysis, especially for key personnel in the area of prevention, criminalization, enforcement, international cooperation and asset recovery. •Coordinate UNODC activities in Mali in liaison with MINUSMA, the UN country team, and other international and national partners. •Participate in joint planning, monitoring and reporting exercises in Mali, under the leadership of the UN Resident Coordinator and in collaboration with other members of the UN country team. •Monitor and analyze programme and project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions. •Organize and prepare written outputs, e.g. policy and programmatic reports, draft background papers, analysis, sections of reports and studies, inputs to publications relevant to the work of the project team. •Liaise with donors and contribute to fundraising. •Perform other work-related duties as required.

Competencies Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to the area of corruption and judicial/prosecutorial integrity. Has knowledge of the work of the United Nations in crime prevention and criminal justice, in particular substantive knowledge of the United Nations Convention against Corruption. Has good knowledge of the legislative aspects of preventing and combating corruption, including their international dimensions. Has conceptual analytical and evaluative skills to conduct independent research, data collection and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education An advanced university degree (Master’s degree or equivalent) in law, in international law or criminal law, social sciences or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in one or several of the following areas is required: working within or providing advisory services to anti-corruption bodies; investigating and/or prosecuting corruption cases in an anti-corruption agency, law enforcement, prosecution services or the judiciary; anti-corruption and/or governance related work in international organizations or non-governmental organizations. Relevant working experience in contributing to strategic multi-partner joint planning, implementation and monitoring is desirable. Relevant working experience in developing, implementing and evaluating technical assistance programmes is desirable. Relevant working experience in the field or within United Nations country teams is desirable. Relevant working experience at the United Nations or similar international organizations in the area of technical assistance, strategic programme/project/partnership development, planning, management and administration is desirable. Working experience in the West African region is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of other United Nations official languages is an advantage. Knowledge of a West African language spoken in Mali is an advantage.

Assessment This temporary position is available for eleven months. Actual filling of this position and actual duration of the assignment is subject to availability of funding. If the selected candidate is an internal staff member from the United Nations Secretariat, the selection may be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
