Setting and Reporting This position is located in the Human Trafficking and Migrant Smuggling Section (HTMSS) of the Organized Crime and Illicit Trafficking Branch (OCB) of the Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision and substantive guidance of the Team Leader, Knowledge Development and Innovation Team in the Human Trafficking and Migrant Smuggling Section, and the overall guidance of the Chief of HTMSS.

Responsibilities The incumbent will perform the following specific duties: - Promote the work of UNODC against human trafficking and migrant smuggling within the overall framework of the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children (Trafficking in Persons Protocol) and the Protocol against the Smuggling of Migrants by Land, Sea and Air (Smuggling of Migrants Protocol), both supplementing the United Nations Convention against Transnational Organized Crime (UNTOC). - Provide substantive support in the implementation of mandates received from the Conference of the Parties and its working groups in relation to the mechanism for the review of UNTOC and the Protocols thereto. - Study and analyse the responses to the self-assessment questionnaires of the UNTOC Trafficking in Persons and the Smuggling of Migrants Protocols and relevant legislation, in one or more official UN languages if need be. - Organize and prepare written outputs, i.e., lists of observations and summaries generated from the reviews, to be considered in the framework of the relevant working groups of the Conference. - Develop, review and appraise best practices, methodologies and activities with regards to trafficking in persons and smuggling of migrants and contribute to their promotion and dissemination, including through the development and use of UNODC knowledge portal. - Contribute to the development and implementation of strategies for HTMSS, including by identifying innovative practices and areas of potential intervention as well as for internal and external cooperation. - Coordinate and provide policy guidance to HTMSS, UNODC, governments, practitioners, and other relevant stakeholders, as necessary, e.g. substantive advisory service and guidance, facilitate expert consultations, development of policy papers etc., regarding the Trafficking in Persons Protocol, the Smuggling of Migrants Protocol, as well as the outcomes of review mechanism in regard to those Protocols, particularly to promote and increase the understanding of the Protocols as key international instruments to address trafficking in persons and the smuggling of migrants. - Attend and contribute to technical consultations and events on technical issues, policy matters or the review mechanism in relation to trafficking in persons and/or smuggling of migrants as well as to training of Member States, relevant international and regional bodies and organizations, NGOs, academia, and the private sector, as required. - Provide guidance and participate in the development of tools and training to promote a coherent and effective approach to addressing human trafficking and migrant smuggling and enable gender and human rights mainstreaming in UNODC’s projects, positions and actions. - Prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, modules, guides and toolkits. - Perform other work-related duties as required.
