Org. Setting and Reporting This position is located in the Implementation Support Section (ISS) of the Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC) in Vienna. The incumbent will work under the direct supervision of the Senior Drug Control and Crime Prevention Officer, coordinating the Global Programme for Strengthening the Capacities of Member States to Prevent and Combat Organized and Serious Crime (GPTOC).

Responsibilities The Crime Prevention and Criminal Justice Officer will support the implementation of the Global Programme for Strengthening the Capacities of Member States to Prevent and Combat Organized and Serious Crime (GPTOC), with a focus on the development and coordination of an integrated multi-faceted strategy to prevent and address the manufacture and trafficking of falsified medical products, including the drafting of programme and related documents, coordinating and liaising with internal and external stakeholders, supporting the development of partnerships, and developing and supporting the production of advocacy materials, on the manufacture and trafficking of falsified medical products and supporting the implementation of activities in this area along with related activities of the programme.

Within assigned authority, the Crime Prevention and Criminal Justice Officer will perform the following specific duties: - Participate in the formulation, development, coordination, and implementation of assigned technical assistance activities of the project, particularly related to the manufacture and trafficking of falsified medical product related crime. - Participate specifically in the formulation, development, coordination of technical assistance activities in connection with the West African Network of Central Authorities and Prosecutors against Organized Crime (WACAP) related to the fight against the trafficking of falsified medical product related crime in West Africa to be implemented in a French-speaking African country part of the network; - Support the necessary programmatic and administrative tasks in support of the development and implementation of the project, and particularly a strategic programme to prevent and combat the trafficking of falsified medical products, including the preparation of programme documents in French and in English, the drafting of project progress reports in French and in English, and the preparation of related documents in a timely and efficient manner. - Liaise with the counterparts including the beneficiary countries, relevant UNODC projects/programmes/sections, regional and international organizations, public and private sector organizations, the donors and potential donors, , the WHO, Interpol, the WCO, among other relevant stakeholders. - Support the development of advocacy and informational materials in French and in English (information, videos, brochures, press-releases, fact sheets, social media, etc..) and keep the UNODC webpage on the Strategy and other progamme work constantly updated. - Review, monitor and analyze health, social, economic and political developments and trends (including gender related dimensions) related to organized crime and particularly the trafficking of falsified medical products and their impact at the national, regional and/or global levels, on an ongoing basis. - Perform other work-related duties as required.

Competencies Professionalism: Has knowledge of the policies and practices in international drug control and crime prevention, as well as the mandates of the United Nations Office on Drugs and Crime. Has knowledge and understanding of theories, concepts and approaches particularly relevant to crime prevention, illicit trafficking and combating transnational organized crime. Has knowledge and understanding of the legislative and substantive aspects of illicit trafficking and preventing and combating transnational organized crime and the existing international legal regime on, in particular, the United Nations Convention against Transnational Organized Crime. Is aware of cross-cutting themes such as health, human rights, peace and development, gender inter alia. Has proven research and analytical skills. Has knowledge and understanding of the situation of illicit trafficking in falsified medical products. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Is able to apply judgment in the context of the assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Education An advanced university degree (Master's degree or equivalent) in law, health, criminology, international studies, or related disciplines is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in relevant criminal justice issues is required.

Experience in planning, organization, and provision of capacity building training is required.

Working experience in health, law or law enforcement system is desirable.

Experience in development of contents of communication/outreach strategies, communication items (ex. brochures, newsletters and press-releases) is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and in French is required. Knowledge of another UN official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.

Special Notice This position is temporarily available for 12 months. Filling of this temporary vacancy and actual duration is subject to availability of the post and funding. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
