Org. Setting and Reporting This post is located in the UNODC Country Office in Afghanistan (COAFG) in Kabul, Afghanistan. The incumbent will work under the supervision of the UNODC Country Representative, and/or his designated official. The incumbent will work in close collaboration with the Management Team, the Operations Team, programme staff in other UN Agencies, government officials, technical advisors and experts, multi-lateral and bi-lateral donors, and civil society to successfully implement the UNODC Criminal Justice subprogramme.

Responsibilities Within assigned authority, the incumbent will be responsible for the following specific duties:

•Facilitate, against the background of prison overcrowding, the objectives of the project “Promoting non-custodial measures in Afghanistan: Alternatives to Imprisonment/Detention” to improve the framework for consistent and effective application of non-custodial measures in the Afghan Criminal Justice System. This includes matters related to serious human rights violations, prisons serving as a breeding ground for violent extremism, the negative impact on recidivism rates and the (financial/administrative) sustainability of the corrections system;

•Act as the manager/coordinator of the project; contribute to the Criminal Justice team in strategic planning and identify new project areas while ensuring consistency with the United Nations Sustainable Development Cooperation Framework (UNSDCF) and other UNODC priorities and strategies and respond to emerging challenges and opportunities related to criminal justice;

•Carry out programmatic / administrative tasks for the achievement of expected results based on performance indicators; draft project and donor reports; coordinate activities related to budget and funding; supervise project expenditures and utilization of funds related to the project; ensure compliance with United Nations financial rules and regulations and initiate project and / or budget revisions;

•Coordinate and liaise with Government counterparts, donors and other stakeholders facilitating programme implementation;

•Ensure timely and high-quality delivery of all programme activities;

•Provide high level technical advice to government in accordance with international standards and law;

•Guide capacity building work with the Government of Afghanistan through mentoring Government counterparts, identifying new needs on the part of counterparts, and assist in developing programming to meet those needs;

•Coordinate the work of assigned UNODC criminal justice staff and guide the technical work of the assigned staff;

•Ensure reporting to all donors; maintain a close working relationship with the UNODC substantive units in Vienna and other UNODC related criminal justice programmes;

•Ensure that operations, financial management, procurement, logistics, liaison and communication activities performed are conducted according to UNODC standards and procedures;

•Liaise with UNDP (associated agency in execution) to ensure timely support for project implementation;

•Prepare and disseminate terms of reference for evaluation and plan project evaluation missions;

•Expedite and endorse submissions, according to UN procedures and programme documents, all required operational documents for project implementation, ensure timely project reviews, revisions, monitoring and completion of related reporting obligations, etc.;

•Identify new potential criminal justice activities, develop those ideas into projects or components of existing projects, and lead the process, in collaboration with colleagues in Vienna, of mobilizing resources to fund these activities;

•Organize and implement training courses, seminars, working groups, workshops and study visits, ensuring timely selection of candidates and submission for reports from participants upon completion of the related activities;

•Provide advice to UNODC management on programme and strategic planning in the assigned area and coordinate the related planning and reporting exercises;

•Perform ongoing liaison with UNODC Justice Section in developing tools to promote the use and application of United Nations Standards and Norms in CPCJ;

•Facilitate and develop partnerships with other UN agencies and international Non- Governmental Organizations (NGOs) on CPCJ matters;

•Carry out other work-related tasks, as assigned.

Has knowledge of policies and practices in international drug control and crime prevention as well as the mandates of UNODC. Has practical knowledge of programme/project management and administration. Has conceptual analytical and evaluative skills to conduct independent research and analysis. •Accountability: Takes ownership of all responsibilities and honors commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education Advanced university degree (Master’s degree or equivalent) in law, criminology, political or social science, criminal justice, international relations, public administration, or related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of 7 years of progressively responsible professional work experience in crime prevention and criminal justice matters, in particular alternatives to imprisonment and detention, prison and penal reform, is required. Experience in managing integrated programmes in relevant areas is required. Experience in developing, transitional or post-conflict countries in matters related to crime prevention and criminal justice matters is desirable. Work experience in the United Nations system or similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of other United Nations official languages is an asset.

Special Notice This is a project-funded position. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
