Org. Setting and Reporting This position is located in the Conference Support Section (CSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The incumbent will work under the direct supervision and substantive guidance of the Chief of the Section.

Responsibilities Within assigned authority, the incumbent will be responsible for the following specific duties:

  • Draft parliamentary documents for the Commission on Narcotic Drugs (CND), using data collected from Member States, coordinate contributions from others, as appropriate, and support the in-session servicing of the meetings.
  • Serve as OCB lead expert in regard to the work of the subsidiary bodies of the CND (Heads of National Drug Law Enforcement Agencies and Subcommission) by servicing the substantive workshops during their annual meetings which entails, inter alia, conceptualizing, organizing, leading and moderating the annual substantive workshops of the subsidiary bodies in close coordination with colleagues across UNODC sections and Field Offices, delivering presentations and drafting substantive parliamentary documents on topics related to the operational aspects of countering illicit drug trafficking and related topics.
  • Support the work of CND, the Commission on Crime Prevention and Criminal Justice (CCPCJ), Economic and Social Council (ECOSOC), General Assembly (GA) and other legislative, Crime Congress and other technical bodies through the preparation of parliamentary document or servicing of meetings on drug control, organized crime and illicit trafficking matters, as appropriate, including by coordinating and consolidating contributions in this regard.
  • Provide legal advisory services to the International Narcotics Control Board on the three international drug control conventions namely, the Single Convention on Narcotic Drugs of 1961, Convention on Psychotropic Substances of 1971 and United Nations Convention on Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, and provide support within UNODC on legal aspects of the drug control conventions.
  • Carry out a range of functions in support of the ratification and implementation of the three international drug control conventions, including legislative assistance and legal advisory services in coordination with UNODC field offices.
  • Lead and/or support programming, fundraising, outreach activities and technical missions on addressing the world drug problem with governments upon request, UN agencies, intergovernmental organizations, nongovernmental and civil society organizations (NGOs/CSOs), academia and private sector.
  • Represent the Organization at inter-agency meetings, seminars and conferences, on substantive issues.
  • Participate in the recruitment of personnel for the Section by drafting terms of reference/job descriptions, coordinating/conducting written assessment and panel interviews, evaluating candidates' applications and qualifications, drafting substantive recommendations and reports for submission to senior managers for clearance.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Coordinate work assignments, guide, support and train junior staff as required;
  • Perform other work-related duties as assigned.

    Competencies Professionalism: Has in-depth knowledge and specialization in substantive areas related to countering drug control, organized crime, and illicit trafficking, as well as programme management. Has knowledge of policies and practices on international drug control and crime prevention, as well as the mandates of UNODC. Has very good research, analytical and problem-solving skills, proven ability to produce reports and papers on technical issues and ability to review and edit the work of others. Possesses excellent legal analysis, drafting and advisory skills. Is familiar with and experienced in the use of various research sources and in data collection and analysis for the preparation of technical publications. Is able to apply cogent judgment in the context of assignments given, has excellent skills in initiating planning, coordinating and implementing own work, and manage competing priorities. Has excellent ability to analyse and interpret data in support of decision-making and convey resulting information to management. Education An advanced university degree (Master's degree or equivalent) in law including criminal law, criminal procedural law, or related area, is required.

A first-level university degree in similar fields, in combination with two additional years of qualifying relevant experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible and directly relevant professional experience in addressing drug control issues or organized crime, with at least three of the seven years focused on countering drug trafficking, is required.

Progressively responsible and directly relevant professional experience in providing legal advice on the three international drug control conventions is required.

Work experience in drafting relevant parliamentary documents, conducting intergovernmental workshops, facilitating substantive discussions at such workshops, and providing policy advice is required.

Proven work experience in analysing data in large/complex databases is required.

Work experience in substantively planning, coordinating and servicing intergovernmental meetings is desirable.

Work experience within the United Nations system or similar international organizations is desirable.

Experience in data analytics or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is desirable.
