Org. Setting and Reporting This position is located in the Crime Prevention and Criminal Justice Section (CPCJS), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will work under the supervision of the Team Leader on Crime Prevention, CPCJS.

Responsibilities Within assigned authority, the incumbent will be responsible for the following specific tasks:

  • Manage the Global Initiative to Strengthen Youth Resilience through Sport that UNODC is implementing in cooperation with the International Olympic Committee (IOC), including the project “Sport against Crime: Outreach, Resilience, Empowerment of at-risk youth” (SC: ORE).

  • Undertake needs assessment and technical assistance missions on preventing youth engagement in crime and violence, including violent extremism and terrorism; identify technical assistance needs; directly implement project activities, as required on the above areas.

  • Manage project activities and the development of technical tools, instructional and advocacy materials related to youth engagement in crime and violence, including violent extremism and terrorism.

  • Prepare a variety of written outputs that relate to programme and project activities such as background papers, progress reports, evaluation reports, mission reports, briefings and presentations; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions.

  • Initiate and coordinate advocacy activities; prepare technical presentations on sport-based youth crime prevention at regional/international events; make presentations on assigned topics/activities.

  • Coordinate the development and implementation of technical assistance in beneficiary countries where the SC: ORE project is piloted, in close consultation with UNODC Field Offices.

  • Review and appraise practices and programmes with regard to Member States’ efforts to prevent crime among youth and promote them among relevant stakeholders, non-governmental organizations and civil society.

  • Provide technical expertise and guidance to relevant Member States’ authorities on youth crime prevention, including recidivism prevention and the prevention of violent extremism in line with relevant UN Standards and Norms.

  • Coordinate and liaise with UNODC field offices and relevant units at UNODC Headquarters on youth crime prevention more generally to facilitate project implementation and create synergies.

  • Liaise with donors, development partners and other stakeholders to promote effective youth crime prevention and make UNODC project achievements known.

  • Supervise and guide consultants and perform other duties to support project/programme implementation, as required.

  • Monitor expenditures and utilization of funds and ensure compliance with UN financial rules and regulations, initiate project/programme and/or budget revisions as required.

  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

  • Perform any other work-related duties as required/assigned.

Has knowledge of the mandates of UNODC as well as specific technical knowledge relevant to crime prevention and criminal justice.     Education An advanced university degree (Master’s degree or equivalent) in law, criminology, or other relevant social or political area, is required.

A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional experience in youth crime prevention as well as in handling development assistance programmes in this area is required.

A minimum of three years professional experience in designing and implementing sport-based crime prevention programmes that target at-risk youth at community level including experience with violent extremism prevention through sport is required.

Work experience in project management is required.

Work experience with an Enterprise Resource Planning (ERP) system is required.

Work experience with SAP/Umoja is desirable.

Experience in data analytics or related area is desirable.

Work experience within the United Nations system in the area of crime prevention or a similar international Organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Spanish is desirable. Knowledge of another United Nations official language is an advantage.

Special Notice This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
