Org. Setting and Reporting This position is located in the Programme Office in Kazakhstan (POKAZ), with duty station in Almaty, under the Regional Office for Central Asia (ROCA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will report substantially to the Programme Coordinator of the CRIMJUST – Criminal Network Disruption Global Programme of the Border Management Branch (BMB), Division for Operations (CRIMJUST/BMB/DO) based in Vienna and administratively to the UNODC Regional Representative for Central Asia in Tashkent, Uzbekistan.

Responsibilities Within assigned authority, the incumbent will coordinate the Judicial Cooperation Network for Central Asia and the Southern Caucasus (CASC) and support the implementation of the CRIMJUST Global Programme and the UNODC Programme for Central Asia, which include assistance to promote tools and mechanisms to strengthen international judicial cooperation in criminal matters and related mutual legal assistance as a key priority. The incumbent will perform the following specific duties:

  • Support the overall aims and objectives of the UNODC Programme for Central Asia, as well as the CRIMJUST Global Programme, and provide support to the implementation and strengthening of the Judicial Cooperation Network for Central Asia and the Southern Caucasus (CASC) with a focus on international cooperation in criminal matters between Central Authorities and Prosecutors of Central Asia and the Southern Caucasus with those of other regions.
  • Support cooperation between the Judicial Cooperation Network for Central Asia and the Southern Caucasus with other networks, including through the holding of inter-regional meetings of such networks.
  • Design and prepare capacity building and training activities for Member States through the Judicial Cooperation Network for Central Asia and the Southern Caucasus (CASC), with an emphasis on international cooperation in criminal matters and coordinate and collaborate with the programmes, initiatives and activities of UNODC and other international organizations.
  • Support the Central Authorities of the CASC network including by providing advice and support for information technology solutions and communication channels.
  • Keep abreast with the development of relevant legal trends; collect, develop and assess information on Central Authorities and international cooperation in criminal matters, including information that may be of benefit for the Review Mechanism under the United Nations Convention against Transnational Organized Crime.
  • Coordinate engagement and actions between the CASC Network and the Central Asian Regional Information and Coordination Centre for combating the illicit trafficking of narcotic drugs, psychotropic substances and their precursors (CARICC).
  • Coordinate, prepare or provide input to programmatic/administrative tasks, including preparation and management of the yearly work plans and budgets, documents and reports, funding proposals and newsletters in a timely and efficient manner.
  • Develop and maintain partnerships and cooperation with Governments and experts in the Central Asia and Southern Caucasus sub-regions, with international organizations, assistance agencies and donors.
  • Perform other work-related duties as may be required.

Has knowledge of policies and practices in international drug control and crime prevention, as well as the mandates, major developments and challenges in functional and substantive areas covered by the United Nations Office on Drugs and Crime. Demonstrates ability to provide advice and coordination in the planning, development and management of operations. Demonstrates ability to apply good judgment, to identify key issues and make sound recommendations. Has excellent knowledge of legal drafting. Is able to prepare legal reviews, reports and papers and to review and edit the work of others. Is able to apply UN rules, regulations, policies and guidelines in work situations.     Education Advanced university degree (Master’s degree or equivalent) in law is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of five years of progressively responsible professional experience as a judge, prosecutor, advocate or legal adviser is required.

    Work experience in providing technical cooperation and assistance related to international cooperation in criminal matters is desirable.

    Work experience in the Commonwealth of Independent States sub-region is desirable.

    Work experience with the United Nations system or similar international organization is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and Russian is required. Knowledge of another United Nations official language is an advantage.
