Background Information - Job-specific

The primary focus of the unit is running the Review Committee (RC) which reviews the award of all contracts in UNOPS over a certain value - including certain non-staff contracts - plus property disposal and write-off requests. The CPC Chair reports directly to the Chair Review Committee (CRC) and at times may fulfill OiC functions when the CRC is absent. The CPC Chair will have responsibility and ownership for cases both regular and Emergency Procurement (EPP). Review of EPP cases may be ad hoc and are managed as and when received by the appointed CPC.

Corporate function and services.

Support the CRC to the formulation of the UNOPS overall strategies and policies in the relevant areas by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the USG/ASG and the ECPO.

Oversee the administrative tasks necessary for the functioning of the Review Board, including preparation of budgets, reporting on its performance, strengthening member's qualifications and

training amongst others.

Support the CRC to plan, recruit and develop committee members with the skills and competencies needed to ensure optimum performance and encouraging the formation of diverse teams in terms of gender and geography.

Support the CRC to promote teamwork and collaboration by providing committee members with clear direction, objectives and guidance to enable them to perform their duties responsibly, effectively and efficiently.

Support the CRC to foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed. In partnership with the People and Performance Group (PPG) and the Procurement Group (PG), develop and maintain an interactive orientation and training for new committee members, in order to ensure a consistent understanding of committee roles, responsibilities, scope and limits.

Convene the Review Committee

Convene and preside over Review Committee meetings in line with the terms of reference and

Responsibilities as agreed with the CRC.

Conduct EPP reviews, including minutes and recommendation preparation, as required and agreed with the CRC.

Ensure that cases proposed for award are in compliance with the Financial Regulations and Rules and established policies and procedures.

Provide general advice on investigations, appeals and delegations in consultation with the CRC.

Support the CRC to ensure that outputs produced by the Review Committee maintain high-quality standards; that reports and meeting minutes and recommendations are clear, objective and provide an accurate reflection of the deliberations and meet required standards to ensure they comply with their mandates. Develop the tools and guidelines to reduce overall workload and increase efficiency of the Review Committee. Identify opportunities to promote online integration with HR systems and develop new features in the Review Committee online system.

Contract Review

Support the CRC to maintain a programme of contract review, consistent with the mandate of the Review Committee and UNOPS procurement regulations

Build awareness of contract review requirements to ensure smooth and timely review and award of contracts. Advise on the evolution of contract review procedures while ensuring the continued

relevance and responsiveness to business needs of clients and enhancing the effectiveness of

UNOPS as a preferred partner.

Encourage a continuous process of assessment and renewal of contracting processes to ensure efficient service and the integrity of the process.

Assess issues of exposure and adequacy/relevance of control procedures and delegations with

cooperation of the General Counsel.

Provide guidance on write-off, asset management and asset disposal oversight while promoting cost effective life cycle management of assets and the seamless closure of project cycles

Knowledge Management and Innovation

Support the CRC to ensure effective collaboration between the Review Committee and internal stakeholders throughout UNOPS.

Supporting the CRC coordinate with other UNOPS review boards constantly seek new opportunities to create and implement efficiency measures. Identify trends and suggest improvements in quality of submissions and practices to relevant practice groups and other offices.

Identify common issues in Review Committee submissions and make recommendations on appropriate actions to reduce the number of issues in collaboration with the CRC.

Support the CRC to implement regular reporting mechanisms to identify and respond to identified bottlenecks for both submissions.

Support the CRC with the ongoing research, development and implementation of best practice and innovative approaches to avoid duplication of work, simplify the Review Committee process and reduce workload.

Education/Experience/Language requirements

Education (Level and area of required and/or preferred education)

A Master’s Degree is required. A first-level university degree (Bachelor’s Degree) in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of 7 years of progressively responsible experience in any of the following: supply chain; project/contract management; logistics support and Human Resources.

Candidates with strong UNOPS field experience and/or application of UNOPS rules and regulations are encouraged to apply.

Candidates who have experience as a member or Chair of HQCPC or a regional Contracts and Property Committee are encouraged to apply.

Language Requirements

Full working knowledge of English

Knowledge of another official UN language is an asset.
