Overview

Support UNICEF in COVID-19 vaccine response and new vaccine introduction efforts.

You have:

• Advanced university degree in medicine, public health, social sciences, statistics, planning development, and/or related field is required.
• Master’s degree in Public Health (MPH) / medical statistics / epidemiology or an equivalent degree from a recognized University or College including any equivalent experience.
• At least 5 years of work experience with management information systems in large organizations or at country level.
• Demonstrated experience in data collection, data analysis as well as preparing reports and presentations.
• Sound knowledge of HMIS, data analysis and management.
• Good interpersonal and communication skills and good analytical skills.
• Solid experience with common Microsoft Office packages and advanced MS Excel skills.
• Knowledge and understanding of the UN system and capacity to promote consensus and establish positive working relationships.
• Integrity, tact, discretion and demonstrated sensitivity to cultural differences.
• Ability to convene and work with all relevant as part of a team.

How can you make a difference?

the National Consultant will support UNICEF Timor-Leste country offices with the COVID-19 response and introduction of new vaccines into routine immunization. The consultant will support Ministry of Health and Municipalities Health Services in the implementation of COVID-19 vaccine campaign for people 12 years age and above in the schools and communities. S/he will support COVAX secretariat and sub technical working groups in the monitoring, evaluation and support supervision. S/he will support Municipality Health Services to ensure safe storage of COVID-19 vaccines, distribution and utilization.

The consultant will keep a real-time vaccine coverage data and use data to provide inputs and support for Sitrep, program proposals, donor reports and other documents when and as required. S/he will be based in Dili and support the program activities with occasional travel to municipalities. S/he will support the health team in generating data dashboards, data analysis and providing feedback to partners. In addition, the consultant will enhance the use of data for program performance within UNICEF. Towards this effort, the consultant will work closely with the UNICEF health program staff at both country office and municipalities levels.

The consultant will also support the routine vaccination program especially the preparation for introduction of new vaccines.

WORK ASSIGNMENT:

1. Technical support to all municipalities health services to develop microplanning and budget for Pfizer vaccine roll-out to above 12 years age group, introduction of a booster dose and develop innovative approaches and activities to reach out above 18 years age population in far flung areas.
2. Technical assistance to COVAX secretariat to review NDVP to reflect the recommendation by NITAG and MoH
3. Support SAMES and municipalities health services on vaccine management
4. Monitor the COVID-19 children and mother admitted in isolation center. Coordinate with MoH and other partners to address any gaps and or bottleneck in service delivery
5. Technical support to MoH and Municipalities health services in data collection in case of any humanitarian crisis. It includes data from rapid assessment, beneficiaries reached with emergency health response, number of referral cases, CFR, number of children and mothers in temporary shelters
6. Support EPI TWG and MoH to design strategy and plan for introduction of new vaccines in 2022. Support in monitoring and support supervision jointly with MoH, WHO and other partners
7. Technical support to municipalities health services to design MR campaign plan including budget and micro plan
8. Support MoH, INS and WHO to build capacity of health workers on COVID-19 response; IPC, data management, cold chain, vaccine management
9. Data analysis and reporting to the health team on COVID-19 response and coverage, vaccine management and any other humanitarian response
10. Contribute to the internal and external documents to reflect UNICEF’s role, coverage and impact with COVID-19 and other humanitarian responses
11. Support Ministry of Health and Municipalities health services to improve quality of care, coverage with COVID-19 and RI, status of cold chain equipment and vaccine utilization
12. Technical support to MCH department and INS to roll-out IMNCI trainings in identified municipalities, MPDSR tools in three regional hospital and IMNCI FUAT in the remaining four municipalities
13. Technical assistance to UNICEF Health team

DELIVERABLES:

1. Microplanning and budgeting to roll out Pfizer vaccines for 12 to under 18 years age group beneficiaries. Strategy to include children out of school and children in hard-to-reach community.
2. Reviewed and revised NDVP to include introduction of booster dose and integration of COVID-19 vaccines into routine immunization
3. Weekly/monthly report on COVID-19 vaccine utilization and stock balance at national and sub national level
4. Daily / weekly report on the number of children and mother with COVID-19 admitted in isolation center and home isolation
5. Daily / weekly report on other humanitarian responses such as diseases outbreaks, flood etc
6. Strategy on introduction of new vaccines; PCV and IPV 2 by July 2022
7. Micro-plan and budget for MR campaign scheduled in June 2022
8. Training and or re fresher training of Health workers on COVID-19 vaccines
9. Monthly analysis report of program activity data and provide feedback to UNICEF Health team
10. Health data (COVID-19 and other humanitarian response) for weekly Sitrep reports
11. Technical support to COVAX Secretariat, EPI TWG, sub technical working group and municipalities health services
12. Analysis of the utilization of essential health services (MNCH) across the six municipalities supported by UNICEF
13. Contribution to program proposals, donor reports and other program documents

• Education:

• Experience:

  Essential: Master’s degree in Public Health (MPH) / medical statistics / epidemiology or an equivalent degree from a recognized University or College including any equivalent experience. At least 5 years of work experience with management information systems in large organizations or at country level. Demonstrated experience in data collection, data analysis as well as preparing reports and presentations. Sound knowledge of HMIS, data analysis and management. • Desirable: Familiarity with the work of UN agencies in health system strengthening. Experience in Timor-Leste or other Pacific Island countries is an added advantage.

  Skills:

  Excellent coordination, communication, cross-cultural and negotiation skills. Ability to convene and work with all relevant as part of a team. Gender sensitivity and understanding of cultural diversity issues. Capacity to work under pressure and with a high degree of independence.
