The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. We work in crises across more than 31 countries, providing emergencies and long-term assistance to millions of people every year. We stand up for people forced to flee, advocating their rights. NORCAP, our global provider of expertise, helps improve international and local ability to prevent, prepare for, respond to and recover from crises. NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.
Employment with NRC may lead to employment in or deployment to Regions, Countries, Areas or Offices that may be host to considerable health, safety and security risks. NRC takes this very seriously and we have procedures in place to reduce known risks, but will never be able to take away all risks.

What we are looking for
A strategic leader ideally a Country Director or Senior Manager with solid experience in a similar role. Experience managing both programmes and support functions is preferred.
Strong people management skills, with experience managing complex change processes.
What you will do
- Provide strategic leadership in line with regional and global ambitions, aiming to develop and implement a holistic response across programmes, advocacy and policy work.
- You will have overall responsibility for the country operation. You will be expected to lead the Country Management Group(CMG) in an inclusive and participatory manner that allows for the flow of ideas and adaptation to an ever-changing context.
- Work with the CMG to realign NRC’s programmatic approach to Ukraine’s changing context with a focus on local actors and leading the country office through the resulting changes.
- In close collaboration with the Head of Programme, develop and maintain strong relationships with donors, partners, and other key stakeholders to enhance collaboration and secure funding.
- Represent NRC in the media, raising awareness of the humanitarian situation in Ukraine and NRC’s response efforts.
- Ensure NRC’s activities are carried out in line with NRC’s Response Policy and other relevant (country/regional/global) strategies, donor rules and regulations and NRC policies and procedures.
- Oversee and ensure the implementation of sound and balanced risk management practices, with due consideration for the principle of Duty of Care.
- Continuously promote a positive and collaborative working environment characterized by high levels of trust and respect, with due consideration for staff care and wellbeing.
- Drive cost efficiency and quality, including implementation of control mechanisms.
- Learning, training and development of all staff, including a strategy for national staff development.
What you will bring
- Minimum 7 years’ experience from working as a Senior Manager/Country Director in humanitarian/recovery context.
- Experience from working in complex and volatile contexts. Knowledge of the context in Ukraine.
- Strong people management skills, with experience managing complex change processes.
- Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.
- Fluency in English, both written and verbal.

- Duty station: Kyiv.
- Contract: 24 months.
- Travel: Frequent travel to the field and areas of implementation.
- Salary/benefits: Grade 12 on NRC salary scales and terms and conditions.
