The Norwegian Refugee Council (NRC) has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation and legal assistance. The rapid change of situation in February 2022, during which the whole of Ukraine became affected by the conflict, has required significant scale-up of emergency programmes. NRC has launched its humanitarian response plan for the next six months, aiming to reach 800,000 people inside Ukraine and neighbouring countries. For this task, we need a Country Director that can lead our efforts in further establishing a country-wide emergency response.

The Role:

The purpose of the Country Director position is the overall responsibility for the country operation providing both strategic direction and operational leadership.

Responsibilities :

  • National representation and coordination
  • Development and execution of country strategy
  • All in-country activities, personnel and the Country Management Group (CMG)
  • Safety and security of all staff
  • Country level advocacy
  • Resource allocation and mobilization
  • Cost efficiency and quality, including implementation of control mechanisms
  • Ensuring adequate country structures and systems are in place
  • Learning, training and development of all staff, including a strategy for national staff development
  • Compliance and adherence to NRC policies, guidance and procedures
  • Position the organisation within new Humanitarian context of Ukraine
  • Scale up the existing NRC structure in-country
  • Lead emergency response in order to ensure timely and adequate response to needs
  • Realign NRC programmatic approach to Ukraine’s changing context.

Skills & Experience

We are seeking highly qualified, resilient, dynamic professionals to respond to Ukraine crisis and support people in Ukraine and refugees in the neighbouring host countries, with a m****inimum of 5 years of experience from working as a Senior Manager/Country Director in humanitarian/recovery context and experience from a large scale emergency response.

Below is the candidate profile that we are seeking:

  • Substantial experience in humanitarian/emergency context in top senior management roles. i.e.: Country Director, Head of Operations or Head of Programmes
  • Experience in developing partnerships and working with local partners
  • Experience working in a start-up mission
  • Strong leadership and people management skills
  • Strong capacity building (mentoring, coaching) skills
  • Expertise in the different programme areas and support functions
  • Fluency in English, both written and verbal. Additional language skills (Polish, Romanian, Russian) an asset.
  • Ability to be agile and to adapt to a continuously developing crisis
  • Asset to have knowledge of the context in Ukraine and the region
  • Experience from a large scale emergency response

What We Offer

  • Duty Station: to be decided (presently stationed Ivano-Frankivska)
  • Contract: 2 year contract
  • NRC’s Salary Scale: NRC offers a competitive compensation and benefits package.
