1. Organizational Context

  1. Organizational Setting

The post is located in the WIPO Japan Office (WJO), Tokyo. This Office is responsible for effective delivery of WIPO's products and services to Intellectual Property (IP). The WJO is part of a network of External Offices (EOs) that add clear value, efficiency and effectiveness to the delivery of strategic goals of the Organization in a coordinated and complementary way with WIPO Headquarters (HQ).

  1. Purpose Statement

The incumbent assists the Director in conceptualizing and implementing the work program of the WJO for the promotion of WIPO's mandate and for improving the quality and timeliness of WIPO services for the protection and enforcement of IP rights (IPRs).

  1. Reporting Lines

The incumbent works under the supervision of the Director of the WJO.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Provide support to the Director in setting WJO's program and workplan to enhance WIPO's services in Japan;

b. Strengthen and develop relations with IP stakeholders and provide policy advice on the promotion of IPR protection and WIPO services in Japan and its neighboring region;

c. Lead public relations activities and the promotion of WIPO's services including WIPO Global IP protection services, alternative dispute resolution services, global infrastructure services, global IP databases, and global issues partnerships;

d. Develop and maintain contacts with officials of the host government with a view to promoting cooperation, at policy and technical levels;

e. Develop and maintain contacts with officials from WIPO HQ, the other external offices, and intergovernmental agencies based in Japan with a view to building synergy and complementary effects;

f. Organize meetings for IP stakeholders in Japan and its neighboring region in consultation with the HQ of WIPO, the host government and other co-organizers to promote WIPO's services;

g. Manage support staff of the WJO and evaluate their work;

h. Assist the Director with the management of the activities and responsibilities of the WJO;

i. Represent Director at international meetings on IP matters as well as national meetings;

j. Perform other related duties as required.

3. Requirements

Education (Essential)

Advanced university degree in management, business administration, international relations, law, science, economics or other related field. A first level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

Education (Desirable)

Specialization in intellectual property.

Experience (Essential)

At least seven years of related professional experience in one or more of the following fields: patents, trademarks, industrial designs and copyright, including international experience.

At least five years of working experience in public administration of IP in Japan.

Experience (Desirable)

Experience of using one of WIPO services.

Experience in the field of diplomatic relations or international cooperation.

Language (Essential)

Excellent knowledge of written and spoken Japanese and English.

Language (Desirable)

Ability to work in other official UN languages.

Job Related Competencies (Essential)

Ability to manage financial resources in accordance with applicable administrative and financial rules, regulations and procedures.

Ability to build and enhance internal and external partnerships and promote synergies and WIPO's mandate.

Good knowledge of the subject areas dealt with by the Organization, in particular IP, and ability to draft documents and deliver speeches.

Managerial skills and ability to provide leadership.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the Internet.

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the April 2023 rate of 63.3%
