1. Organizational context

  1. Organizational Setting

The post is located in the WIPO Japan Office (WJO), Tokyo. This Office is responsible for effective delivery of WIPO's products and services to Intellectual Property (IP). The WJO is part of a network of External Offices (EOs) that add clear value, efficiency and effectiveness to the delivery of strategic goals of the Organization in a coordinated and complementary way with WIPO Headquarters (HQ).

  1. Purpose Statement

The incumbent assists the Director in conceptualizing and implementing the work program of the WJO for the promotion of WIPO's mandate and for improving the quality and timeliness of WIPO services for the protection and enforcement of IP rights (IPRs).

  1. Reporting Lines

The incumbent works under the supervision of the Director of the WJO.

2. Duties and responsibilities

The incumbent will perform the following principal duties:

a. Plan and organize activities to promote greater use of WIPO's global IP services in Japan, especially the PCT System, WIPO’s patent information services, and WIPO’s alternative dispute resolution services;

b. Provide legal and procedural advice on PCT System to users in Japan in coordination with PCT Legal and User Support Section at the Headquarters of WIPO and the Japan Patent Office;

c. Promote cooperation with the host government, at policy and technical levels, and collaborate in program activities with the host government including those program activities financed by the Japan Funds-in-Trust;

d. Assist the Director with management of finance (the petty cash account and bank account) and logistical service of the Office, supervising other finance-related procedures, operation and the maintenance of the Office;

e. Manage support staff of the WJO and evaluate their work;

f. Support the customer services of the WJO;

g. Perform other related duties as required.

3. Requirements

Education

Essential

Advanced university degree in management, business administration, international relations, law, science, economics or other related field. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

Desirable

Specialization in intellectual property.

Experience

Essential

At least seven years of related professional experience in one or more of the following fields: patents, trademarks, industrial designs and copyright, including at least five years of working experience in public administration of IP in Japan.

Desirable

Experience of using one of WIPO services.

Languages

Essential

Excellent knowledge of written and spoken Japanese and English.

Desirable

Ability to work in other official UN languages.

Job related competencies

Essential

Ability to manage financial resources in accordance with applicable administrative and financial rules, regulations and procedures.

Ability to build and enhance internal and external partnerships and promote synergies and WIPO's mandate.

Good knowledge of the subject areas dealt with by the Organization, in particular IP, and ability to draft documents and deliver speeches.

Demonstrated analytical and conceptual skills.

Managerial skills and ability to provide leadership.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

Competent user of Microsoft Office applications (Word, Excel, Outlook, PowerPoint) and the Internet.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

National Professional Officers (NPOs) are recruited locally in the country of the duty station. NPO shall normally be nationals of the country of the duty station.

Annual salary: 11800 in thousands of Yen (Total Net)

Salaries and allowances are paid in local currency.

* Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
