Duties and Responsibilities

The Cost and Quantity Surveyor shall report directly to the WFP Lead Engineer and ultimately to the Head of Administration and to the Head of Field Offices/Project Managers (for respective projects) with the following generic duties: (These duties are generic and thus not all-inclusive).

General Project Duties

  • As delegated by the Project Engineer; act as WFP construction Engineer’s Representative (ER) and/or Resident Engineer (RE) in the construction phase of the project by providing oversight of technical quality, schedules, and budget, as required; Monitor safety performance of construction contractor, address contractual issues, and maintain a comprehensive system of site records related to construction project(s); Conduct site inspections, approval works and reporting.
  • Assist in planning and implementation of the project including use of engineering survey equipment and appropriate technology to deliver the project within schedule.
  • Oversee compliance to WFP & Construction Manual requirements, guidelines and prevailing industry standards.
  • Maintain projects master data base including budgets and schedules for design and construction project, including appropriate documentation to support full project life cycle for audit purposes.
  • Based on the need, conduct engineering site assessments of WFP facilities and provide technical recommendations for all building and infrastructure issues affecting WFP Somalia;
  • Perform other related duties as required.

Pre-contract Duties

  • Budgetary and cost planning and scheduling and related cost control techniques including projects financial reviews.
  • Projects site assessments, scoping, tender documentation, preparation of project bills of quantities (BoQs), cost estimates and developing work specifications & particular conditions of contract.
  • Support the Engineer and Procurement Unit with projects pre-tender documentation and processes.
  • Support the Engineer and Procurement Unit in preparing Work Orders for engineering services.
  • Advice on project procurement options and specialist contractual arrangements.
  • Support the Engineer and Procurement Unit with projects technical evaluation, analysis, and reports.
  • Advice on projects economical contract administration approaches

Post- Contract Duties

  • Provide engineering and project management services, including planning and designing the specifications for the CO & SO Projects by applying commonly used engineering calculations and practices;
  • Preparation of Engineer’s Valuations, Payment Certificates in coordination with the Project Engineer, Project Manager, and Admin/Finance Units.
  • Assist the Engineer with cost control throughout the project; preparation of financial appraisals during the construction stages of the project to keep the Project Managers appraised on the financial valuations and anticipated final accounts.
  • Advise on the avoidance and/or settlement of contractual Claims and disputes including evaluation and settlement of Claims as they arise (contract dispute resolution mechanisms including arbitration).
  • Assisting in collating As-Built documentation and all necessary confirmations of statutory requirements and consents.

Minimum Qualifications:

Education:

Bachelor's degree in Quantity Surveying, Building Economics or equal and approved.

Experience:

  • At least 4 years of proven Quantity Surveying experience in design and construction of building and infrastructure type projects.
  • Experience in Civil Engineering Standard Method of Measurement (CESSM).
  • Experience working with typical FIDIC Contracts packages.
  • Proven experience in construction contracts management.
  • Registration with recognized national professional regulatory body and/or association.
  • Experience working in the humanitarian sector is desirable.

Knowledge & Skills

  • Construction Projects Scheduling with demonstrated experience with Primavera Project Planner and Ms. Project Scheduling software.
  • Office computer software programs including but not limited to Microsoft Office Packages.
  • Knowledge and ability to use engineering survey equipment

Languages:

Fluency in both oral and written communication in Somali and English is a requirement.

Terms and Conditions:

Contract Duration: 1 year (initial)
