Organizational Setting

The Office of Strategy, Planning and Resources Management (OSP) advises the Director-General on strategic and policy matters related to the Organization's objectives, results-based programmes, and budgets for all sources of funds; leads the development of policies and procedures on results-based management, FAO country programming frameworks, internal control and Risk management; coordinates the preparation of the Organization's strategic, programme and budget plans; and manages allocation of resources, and monitors and reports on corporate programme and budget implementation to help ensure effective and efficient achievement of results.

Reporting Lines

The Consultant/PSA will report to the Senior Strategy and Planning Officer.

Technical Focus

Assessing the impact of support to the EB programme on Regular Programme, review of challenges of integrated budget management and other cost analysis.

Tasks and responsibilities

- Assist the work-stream on rationalizing distribution of resources from Regional Offices to Country Offices to support operational and administrative sustainability of the extra-budgetary programme by: o Analysing financial viability of Trust Fund portfolios of individual country offices; o Monitoring and reporting on the implementation status of local (field) cost recovery arrangements foreseen by individual project agreements

- Control classification of locally incurred costs by formal definitions, as approved by the Governing Bodies; - Support OSP contributions to the automation of cost recovery processes; - Contribute to the improved forecasting of financial delivery at the Budget Holder level; - Perform other duties, as may be required (provide additional analytical support)

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in financial management, accounting, business or public administration; • Three years of relevant experience in cost analysis and project cycle management; • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian. For PSA it can be required only one language.

• Work experience in areas related to project cycle management; • Knowledge of budgeting and accounting in organisations of the UN system; • Experience (familiarity) in using Oracle BI; • Good knowledge of Access Queries and advance excel functions
