Org. Setting and Reporting This position is located in the United Nations Integrated Office in Haiti (BINUH). The United Nations Security Council adopted resolution 2476 (2019) authorizing the mandate of BINUH which is to advise the Government of Haiti in promoting and strengthening political stability and good governance, including the rule of law, preserving and advancing a peaceful and stable environment, including through supporting an inclusive inter-Haitian national dialogue, and protecting and promoting human rights; and assist the Government of Haiti with its efforts to plan and execute free, fair, and transparent elections; reinforce the capacity of the Haitian National Police (HNP), including through training on human rights and crowd control, to respond to gang violence and sexual and gender-based violence, and to maintain public order; Develop an inclusive approach with all sectors of society to reduce community violence and, in particular, gang violence; Address human rights abuses and violations and comply with international human rights obligations; Improve Penitentiary Administration management and oversight of prison facilities to ensure proper treatment of detainees in accordance with international standards; and strengthen the justice sector, including by adopting and implementing key legislation to promote justice sector reform, improving internal oversight and accountability, particularly as related to corruption, addressing prolonged pretrial detention, and ensuring merit-based judicial appointments and the timely renewal of judicial mandates.

The incumbent will be based in Port-au-Prince and will report to the Head of the Corrections Team within BINUH’s Police and Corrections Unit.

Responsibilities Within delegated authority, and under the overall guidance of the BINUH Police Commissioner, the Corrections Officer provides advisory support to national authorities to improve Penitentiary Administration management and oversight of prison facilities to ensure proper treatment of detainees in accordance with international standards. The Corrections Officer coordinates closely with the Human Rights and Political and Good Governance Units of BINUH and works in partnership with the UN agencies, funds and programmes involved in the rule of law sector. •Assists in the development and implementation of joint strategies of the Mission and the UNCT related to strengthening all aspects of the corrections system, through advising, coaching and mentoring national counterparts in line with applicable international standards. This will include advising on the review, development, and implementation of strategic planning processes; relevant policies and legislation; rehabilitation of facilities; management of prisoners, staff, critical strategic and operational issues; and effective linkages with the police and the court system. •Facilitates the delivery of coherent ‘one-UN’ support to the national prison by the UN agencies, funds and programmes involved in the corrections sector. •Assesses training needs and advises on the preparation of training and development strategies and implementation plans in the Mission. •Advises national counterparts to enhance national capacity to design, develop, deliver, evaluate and record training programmes, including through providing training and development advice and guidance. •Advises on national efforts to mobilize and coordinate international assistance to prison sector initiatives. •Advises on the design, development and implementation of the corrections training programs (formal and on the-job training) for all levels of staff, including new recruits, supervisory and management staff, non-uniformed administration staff and special units. •Works with the UNCT to help build effective relations with national government officials and civil society representatives (including counterparts in the Ministry of Justice and/or other relevant Ministries, the police, the court system, women’s groups, non-governmental organizations, diplomatic missions and donors). •Builds linkages with development partners and donors to ensure seamless transition to longer-term development support and mobilization of resources, where necessary. •Advises on good prison practices and procedures, including the management of critical operational and security issues, and the rehabilitation of infrastructure. •Advises senior leadership on the Mission role, priorities, activities, challenges and approaches regarding corrections matters. •Drafts clear and succinct briefings and reports on correctional matters and briefings for senior managers; prepares assessments, policy documents and guidelines; •Undertakes administrative tasks necessary for the functioning of the Corrections Team, including preparation of budgets, reporting on performance and results, managing and evaluating staff performance, job interviewing and evaluation of candidates; •Undertakes other duties as required.

Education Advanced university degree (Master’s Degree or equivalent) in law, criminal justice, social sciences or management. A first-level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

Work Experience At least seven years of progressively responsible experience in a corrections system is required, including experience in policy and planning or training. This must include at least one year of professional experience providing technical assistance for strengthening corrections systems in a transitional, developmental or post-conflict setting outside the applicant’s country of nationality. Management experience is required. Experience providing services in the field of corrections system to or in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in drafting policy documents and reports to governmental or intergovernmental bodies is desirable. Having already had experience and working with the Haitian prison administration and with national and international partners within the Haitian correctional and justice system is strongly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French (both spoken and written) is required. Knowledge of Haitian Creole is an asset.
