Org. Setting and Reporting This position is located in the Department of Peace Operations (DPO), Office of Rule of Law and Security Institutions (OROLSI), Justice and Corrections Service (JCS). The incumbent reports to the Chief of Service (directly or through his Deputy.)

Responsibilities Within delegated authority, the Corrections Officer will be responsible for the following duties:

Policy and Guidance: Contributes to the ongoing development of the programme management and evaluation framework for corrections in peacekeeping. Supports development of lessons learned and contributes to the development of best practices, guidance materials, training modules, and corrections strategies, policies and programmes. This includes drafting project proposals, obtaining donor funding, working to select and support project consultants, and organizing seminars/workshops/conferences. Prepares talking points, background and briefing notes for DPO headquarters, and contributes to reports by the Secretary-General.

Mission Planning and Support: Supports OROLSI/JCS in planning corrections aspects of new, evolving or transitioning peace operations. This involves participating in field planning/assessment missions, drafting planning documents, participating in planning meetings/processes, and organizing focused sub-group planning meetings on corrections. Supports the periodic review of corrections programmes, drafts programme review documents that identify areas of success, areas of needed improvement, and concrete recommendations to address those needs in the particular operation. Keeps OROLSI/JCS appraised of key corrections developments in field operations through regular contact with field staff, analysis of internal and external reports etc. and, in consultation with the corrections team, develops recommendations as to possible approaches for addressing the issues identified. Provides operational and strategic support and advice to field staff; organizes briefing visits of senior field staff to headquarters.

Staffing: Participates in all aspects of recruitment for professional staff, support staff and interns. As required works with the OROLSI/JCS Force Generation Officer to develop specialist Government Provided Personnel (GPP) job descriptions, and assists in conducting interviews to place suitable candidates on the GPP roster.

Coordination Mechanisms and External Partnerships: Assists with the establishment and operation of coordination mechanisms and external partnerships. This includes supporting workshops and seminars of corrections system field officers; identifying external partners to provide direct support to corrections programmes in peace operations; and strategic, technical and logistical assistance to the Group of Friends of Corrections in Peace Operations. Engages with other relevant entities in the Secretariat and counterparts at Agencies, Funds and Programmes.

Education An advanced university degree (Master's Degree or equivalent) in law, criminal justice or social sciences is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in corrections or other parts of the justice sector is required. Experience providing technical assistance for the development of prison systems in a transitional, developmental or post-conflict setting is desirable. Experience in developing corrections policy in a domestic or international setting is desirable. Experience in a peacekeeping operation is desirable. Experience in supporting criminal justice reform initiatives or policies is desirable. Experience in project management is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of French is desirable.
