Org. Setting and Reporting This position is located in the United Nations Assistance Mission in Somalia (UNSOM), within the Joint Justice and Corrections Service (JJCS) in Mogadishu. The Corrections Officer P-4 reports to the Chief JJCS or her delegate such as the Senior Rule of Law Officer.

Responsibilities Within limits of delegated authority, the Corrections Officer P-4 is responsible for the following duties:

  • Leading the development and implementation of mission strategies related to strengthening all aspects of the corrections system, as part of the justice chain, through advising national counterparts in line with applicable international standards on all aspects of corrections services, and prison management and administration, including humane treatment of prisoners;

  • In line with providing strategic support to corrections institutions and building capacity of national actors in the corrections sector, contribute to the development of joint programmes, raising funds and implementing related activities;

  • Facilitating the delivery of coherent ‘one-UN’ support to the national corrections sector, including through the coordination of Mission-UNCT assistance and effective integration of corrections programmes, projects and related activities

  • Assisting in enhancing national capacity to design, develop, deliver, evaluate and record training programmes, including through providing training and development advice and guidance;

  • Supporting the provision of advice and assistance on national efforts to mobilize and coordinate international assistance to corrections related initiatives;

  • Ensuring effective relations with national government officials and civil society representatives including counterparts in the Ministries of Justice at Federal Government of Somalia and Federal Member State levels and other relevant ministries, police services, courts, women’s groups, non-governmental organizations, donors;

  • Building linkages with development partners and donors to ensure seamless transition to long term development support to the national custodial/corrections services and mobilization of resources;

  • Advising senior mission leadership, as applicable, on the mission role, priorities, activities, challenges and approaches regarding corrections matters;

  • Supervising and evaluating performance (first level) of corrections personnel;

  • Contributing to the preparation outputs such as component reports, budgets, briefings, assessments, policy documents and guidelines.

  • Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

  • Managing Performance: Delegates the appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibilities and reporting lines are clear to each staff member; accurately judges the amount of time and resources needed to accomplish a task and matches task to skills; monitors progress against milestones and deadlines; regularly discusses performance and provides feedback and coaching to staff; encourages risk-taking and supports creativity and initiative; actively supports the development and career aspirations of staff; appraises performance fairly.

    Education Advanced university degree (Master’s Degree or equivalent) in law, criminal justice, social sciences or management. A first-level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

    Work Experience At least seven years of progressively responsible experience in a corrections system is required, including experience in policy and planning or training. This must include at least one year professional experience providing technical assistance for strengthening corrections systems in a transitional, developmental or post-conflict setting outside the applicant’s country of nationality.

    Experience providing services in the field of corrections system to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

    Experience supervising corrections personnel is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
