Org. Setting and Reporting This position is located in the Justice and Corrections Service (JCS) in the Office of Rule of Law and Security Institutions (OROLSI) of the Department of Peace Operations (DPO) in New York. The Corrections Policy Officer reports to the Chief of JCS or his/her designate. DPO provides political and executive direction to UN peace operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental, and non-governmental entities in the context of peace operations. DPO also provides guidance and support on military, police, justice and corrections, mine action, and other relevant issues to other UN political and peacebuilding missions.

The Office of Rule of Law and Security Institutions (OROLSI) was established in 2007 to strengthen the links and coordinate the Department's activities in the areas of police, justice and corrections, mine action and weapons/ammunition management, the disarmament, demobilization and reintegration of ex-combatants and security sector reform.

Responsibilities Within delegated authority, the incumbent will coordinate the generation of government-provided personnel and other resources, including through:

  • Support justice and corrections components in identifying the substantive expertise needed for successful mandate implementation, based on mission priorities and key rule of law developments;
  • Support peace operations to develop job profiles based on a substantive understanding of justice and corrections mandates of peace operations;
  • Identify innovative modalities and conduct continued and targeted outreach to Member States, international organizations, professional associations, and other partners to secure the justice and corrections expertise required by United Nations peace operations;
  • Lead processes related to the selection, recruitment, clearance and/or deployment of personnel, including in coordination with Permanent Missions, other parts of the United Nations system and partner organizations, as applicable;
  • Lead initiatives to advance gender parity among government-provided personnel in the framework of the Uniformed Personnel Gender Parity Strategy, including strategic outreach and recruitment campaigns; advocacy with contributing countries; pre-deployment training for women officers and other initiatives as required;
  • Lead the development and review of policies and guidance materials in regard to the deployment of government-provided personnel, including, but not limited to, guidance on deployments in the context of the COVID-19 pandemic;
  • Contribute to the development of corrections-specific best practices, guidance materials, knowledge and training tools;
  • Support the delivery of pre-deployment training and other capacity-building initiatives for government-provided and other personnel selected for service in the field;
  • Support the mobilization of resources for justice and corrections programme delivery, including the development of project proposals and liaison with donors;
  • Advance gender balance and geographical diversity in all aspects of work;
  • Supervise one Associate Corrections Officer and one consultant;
  • Perform other related functions as assigned by the Chief of the Justice and Corrections Service.

Shows the ability to provide specialized advice in a broad range of human resources, programme management, financial and other areas to the Chief of the Justice and Corrections Service. Shows ability to complete in-depth studies and reach conclusions on possible causes and solutions to political problems in specific areas and/or countries. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities . and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Education Advanced university degree (Master's degree or equivalent degree) in law, social sciences or human resources management or other related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in corrections or other parts of the justice sector is required. Experience providing technical assistance for the development of justice and/or prison systems in a transitional, developmental or post-conflict setting is required. Experience in a post-conflict or peacekeeping setting is desirable. Experience working at United Nations Headquarters is desirable. Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.
