Background

The Asia-Pacific Regional Office (RO) is responsible for proactively driving the positioning of UN Women among the donor community and development partners in the regional as well as globally through various HQ units by communicating strategic results, valuable good practices and key messages. Given the functional responsibilities of the RO, the work of the RO includes ensuring technical quality of donor reports, research reports and other documents and materials by providing high quality technical advice, strengthening result- based reporting/writing skills of staff, tracking submissions by multi/country offices and supporting them in the finalization/clearance processes. Communicating strategic results, key messages and "evidence" in policy research are a must to mobilize partners and resources and are becoming more and more important in the highly complex socio-political dynamics, in the post-2015 context, in light of Beijing+25, the upcoming Beijing+30 and in various harmonization efforts among development partners.

Also, as it strives to achieve resource mobilization goals set by the Strategic Plans/Annual work Plans, the number of donor reports and results-based and human-interest articles is growing in the region as the cost sharing funds grow. It is expected that the current and expanding cost-sharing programmes require approximately up to 500 news articles and 200 publications and communications products including the Illustrated Annual Report on Asia Pacific web and online platforms across thematic areas. The needs for communication work for outreach and communicating "evidence" from policy research are a key to mobilize resources and support and has to be strengthened to position UN Women better in the region to survive the tough funding climate. These require that the RO has comparable capacity to meet the demand of writing and reporting needs, providing quality control and reflecting the results-based discipline, in order to support and strengthen media, advocacy and strategic partnerships development.

Duties and Responsibilities

Under the overall guidance of the Regional Director and reporting directly to the Regional Communications Specialist, the consultant is responsible for the following:

  • Editing, revising and rewriting as needed and formatting to produce high quality, reader-friendly, accessible, timely, results-based donor reports, impactful human-interest articles, programme and corporate communications materials and policy research reports and other documents and materials aligned with UN Women's established standards and formats, and in compliance with the RO's clearance and routing process.
  • Prepare specific report-related feedback to relevant UN Women offices for improvements of quality.
  • Other tasks as assigned by the supervisor.

Expected deliverables and timelines

From 1 February 2023 - 31 January 2026 (Maximum 110 days of assignment period; UN Women does not warrant that the maximum of 110 days. The service will be purchased during the term of the Agreement). The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre­ agreed fee.

Supervision

The consultant will be supervised by Regional Communications Specialist, External Relations, UN Women Regional Office for Asia and the Pacific.

  • Master's degree in social sciences, international development, and/or communications, and other relevant field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Seven years of high-level experience in writing, editing, reporting, and communicating complex programmatic information in reader-friendly formats and styles.
  • Demonstrated abilities and track record writing high quality English-language reports and information.
  • Excellent understanding of and experience with gender-sensitive and results-based management and reporting.
  • Understanding of international development, resource mobilization, and the UN context is an asset.
  • Fluency in English is required
  • Must be capable of effectively using MS Word, Excel and Acrobat Reader for copy-editing work especially when reviewing documents using track change functions.

Contract period and work location

This retainer contract commencing on 01 February 2023 and ending on 31 January 2026. The International Consultant will be home-based and working remotely for the UN Women Regional Office for Asia and the Pacific.

Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  • Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

Note: * Based on the review of both the CV and brief writing sample.

The minimum score required to pass the evaluation of technical proposal is 70% of the total obtainable score of 100 points.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
