As identified by the Niamey Declaration partners, the lack of clarity on existing counter-trafficking and counter-smuggling mechanisms and agencies or structures between the various countries located along the major routes in the sub-region, is underlined as a major gap to address the issue in a joint and coordinated manner. These limitations decrease the efficiency of the investigation and prosecution chain. This in turn inhibits the concerned countries capacities to effectively combat threats that inherently require a multi-national response. The Practical Guide aims to strengthen bilateral and multi-lateral cooperation in the region, with an emphasis on putting the right counterparts in touch and having a precise idea of existing mechanisms in every country. Burkina-Faso, Chad, Côte d’Ivoire, the Gambia, Guinea, Libya, Mali, Mauritania, Niger, Nigeria, and Senegal, being the major origin and transit countries in the region; France, Germany, Italy, Netherlands, Portugal,Spain and the UK being the major countries of destination.
