Purpose of consultancy

• Coordonner les activités du projet AMR-MPTF avec les organismes ou départements concernés et représenter le projet dans les discussions avec les partenaires au développement.
• Soutenir les structures nationales de coordination de la lutte contre la RAM et renforcer les capacités des acteurs nationaux.
• Veiller à ce que les contributions locales aux projets soient faites en temps opportun, telles que la fourniture logistique, d’équipement, de fonds opérationnels, de données et d’informations pertinentes conformément au plan de travail et au calendrier convenus.
• Mener des interventions d'amélioration de la qualité, y compris la supervision et le suivi de l'avancement des activités, fournir un encadrement et un mentorat sur place pour améliorer la mise en œuvre du projet dans une approche Une seule Santé.
• Gérer la mise en œuvre efficace de la subvention de l’AMR-MPTF en soumettant des rapports narratifs semestriels sur l’état d’avancement financier et technique du projet, conformément au cadre de résultats convenus et aux indicateurs respectifs et aider à la préparation du rapport final.
• Assurer la liaison avec le Secrétariat de l’AMR-MPTF sur les questions d'administration des fonds.
• Effectuer toute autre tâche liée au projet selon les directives de l’OMS et de la Quadripartite

Background

La résistance aux antimicrobiens (RAM) est une menace complexe pour la sécurité sanitaire mondiale, entraînant potentiellement des millions de décès et des centaines de milliards de dollars de pertes de croissance économique chaque année. Elle menace de compromettre les progrès de la communauté internationale vers la réalisation des Objectifs de développement durable (ODD).

Compte tenu de la nature multisectorielle de la résistance aux antimicrobiens et de l'appui demandé aux pays et aux autres parties prenantes, une Quadripartite fondée sur un partenariat entre l'Organisation pour l'Alimentation et l'Agriculture (FAO), l'Organisation mondiale de la Santé Animale (OMSA), l'Organisation mondiale de la Santé (OMS) et le Programme des Nations Unies pour l'Environnement (PNUE) intensifie les efforts existants pour aider Madagascar à lutter contre cette menace par une approche Une seule Santé.

Cette mise à l'échelle a conduit à la mise en place du projet : Antimicrobial-Multi-Partner Trust Fund (AMR- MPTF) : Renforcer les efforts de lutte contre la résistance aux antimicrobiens par une approche « Une seule Santé » à Madagascar, allant jusqu’en 2025, la coordination du projet étant confiée à l'OMS.

Deliverables

• Deliverable 1 : d’une manière générale : Appuis technique, opérationnel et administratif à la mise en œuvre du projet AMR-MPTF Madagascar.
• Deliverable 2…. Expected by: Bonne coordination des activités du projet avec les organismes ou départements concernés et la quadripartite FAO, OMSA, OMS, UNEP.
• Deliverable 3… Expected by: Renforcements des capacités des acteurs nationaux de la lutte contre la RAM.
• Deliverable 4 : Bonne organisation des activités liées au projet : logistique, équipement, fonds opérationnels, données et informations pertinentes conformément au plan de travail et calendrier convenus.
• Deliverable 5 : préparation et soumission de rapports narratifs semestriels techniques et financiers et du rapport final.

Qualifications, experience, skills and languages

Essential: Diplôme de Médecin ou Vétérinaire, ou Maîtrise en sciences environnementales/Ecologie. Desirable: Diplôme en sciences de la santé ou en sciences vétérinaires ou en sciences environnementales. La candidature féminine est encouragée.

Skills/Knowledge:

Essential: Solides aptitudes pour la coordination, la communication et les relations interpersonnelles ; Capacité à communiquer et à assurer la liaison avec les parties prenantes. • Maîtrise de MS Office, capacités d'analyse et de rédaction de rapports.

Desirable: Sensibilité aux différences culturelles et compréhension des questions éthiques associées au travail avec des personnes ayant des croyances religieuses, éthiques et des antécédents culturels divers.

Languages and level required (Basic/Intermediate/Expert):

Essential: Expert knowledge of : Maîtrise du Français. Intermediate knowledge of : Bonne communication en Anglais
