OBJECTIVES OF THE PROGRAMME

The mission of the team on Data, Strategy and Innovation (DSI) is to support countries to attain universal coverage of health services for better and equitable health outcomes. The development of a sound vision of Member States' health futures that reconcile societal, environmental and economic development with the country's health and development ambitions is a critical precondition for a health system transformation approach that puts countries on a sustainable development trajectory towards a health system that is 'future proof'. Such development needs to be rooted in the generation of relevant data, their sound analysis, the maximization of innovation, and a central positioning of universal health coverage (UHC) as a shared platform for health service delivery. The objective of the team is to be a driver, facilitator and technical lead of processes that enable a strategic dialogue for health system transformation in Member States building based on close collaboration across the divisions in the Regional Office and in country offices, and in consultation with headquarters.

DESCRIPTION OF DUTIES

Under the supervision of the Director, DSI, the incumbent will perform the following duties:

1. Advocate for driving towards 'For the Future Vision' and SDG goals by taking a systems approach with UHC as a foundation;

2. Lead the operation of the UHC Technical Advisory Group (TAG) for the Western Pacific and organize the annual and the TAG chairs meetings;

3. Lead WHO technical support for Member States in the Western Pacific on UHC and advise national authorities, where applicable, in the development of national health plans and activities to strengthen health systems and integrate the SDGs in country-specific roadmaps;

4. Provide technical leadership and managerial support in the area of UHC ensuring that UHC specific activities are carried out efficiently and effectively;

5. Organize events and handle logistics and on-the-ground requirements to lead and engage for equitable health intervention and UHC;

6. Build alliances and collaborate with other technical programmes, national, regional and international partners for UHC and SDGs, UHC 2030 and other upcoming initiatives;

7. Oversee the UHC-related Knowledge Sharing Initiative of the Regional Office;

8. Advocate, coordinate and build partnerships with national and regional counterparts, WHO technical departments and negotiate with donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies related to UHC and resolve issues or concerns and seek funding for new projects and work programmes;

9. Represent the Regional Office in strategic meetings related to UHC and SDGs; and

10. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A relevant master's level university degree in social sciences, public health, international relations, or related field from a recognized university. Desirable: Training in health programme development, health research, policy development/management at national or international level.

Experience

Essential: Minimum of ten years’ relevant work experience in health policy and programme development at national and international level.

Desirable: Work experience in one or more developing countries, including in the ministry of health. A working knowledge of WHO and multilateral systems.

  • Extensive and expert technical knowledge of public health as they relate to SDGs and UHC.
  • Ability to undertake evidence-based and rigorous advocacy on issues relating to SDGs and UHC for various audiences, levels and programmes in various settings.

  • Proven knowledge of technical aspects in the field of UHC.

  • Ability to conduct research and analyse results, identify issues, formulate opinions, make conclusions and recommendations for strengthening health care systems.
  • Ability to review and revise policies and objectives with regard to UHC.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3642 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
