OBJECTIVES OF THE PROGRAMME

The Division of Healthy Environments and Populations (DHP) works to support countries to take sustained, systematic and effective action to reduce common risk factors for noncommunicable diseases and conditions (including injuries), address health risks caused by environmental factors, and support WHO stakeholders and countries to address the social and commercial determinants of health, in particular gender and inequity.

Unit Mandates

Social Determinants of Health (SDH), including Equity and Social Determinants (ESD), Violence and Injury Prevention (VIP), and Alcohol (ALC)

To support Member States to champion health beyond the health sector to create healthy and safe communities, where people can live productive lives with equal opportunities to thrive. Within the framework of SDH and the sustainable development goals (SDGs), the unit supports countries and Western Pacific Regional Office colleagues with the application of the gender and equity lens to their everyday work, with emphasis placed on addressing the needs of populations living in vulnerable situations. The unit supports Member States in addressing the social and commercial determinants of health including that of harmful use of alcohol as well as promoting multisectoral action to prevent and reduce the health impacts of violence and injuries, particularly related to road traffic crashes, drowning and interpersonal violence.

DESCRIPTION OF DUTIES

Under the guidance and supervision of the Director, Healthy Environments and Populations, the incumbent will perform the following duties:

  1. Lead and provide guidance to Regional Office and country office colleagues on applying a gender & equity lens to their work;
  2. Advise Member States on implementing policies and actions which advance For the Future by addressing gender equality and equity in health service delivery and considering the role that gender and equity plays in health outcomes, including applying the gender and equity lens with a focus on populations living in vulnerable situations (including older people, migrants and ethnic minorities), working with other programmes, units and divisions within the Organization and partners, as appropriate;
  3. Lead actions to strengthen capacity among national counterparts and within WHO to advance the four thematic priorities in For the Future, through addressing the social and commercial determinants of health (including health beyond the health sector), and using equity-focused, gender-responsive and human rights-based approaches in collaboration with other programmes, units and divisions within the Organization and partners, as appropriate;
  4. Provide advice on strategic planning and policy to Member States and build their capacity on the social determinants of ageing and health, including through supporting implementation of the Regional Action Framework on Ageing and Health in the Western Pacific Region (2020-2025) and the Global Strategy and Plan of Action on Ageing and Health, in collaboration with other programmes within the Organization and partners, as appropriate;
  5. Establish and strengthen strategic partnerships with regional and international counterparts and Member States and within the Organization to advance the agenda on gender, equity and the social determinants of health; and
  6. Undertake related duties, as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (master’s level or higher) in public health, social sciences, gender and development studies, human rights, political sciences or related field from a recognized university. Desirable: Additional qualification or training in policy/development management, diversity, equity and inclusion or similar.

Experience

Essential: Minimum ten years of experience working in the field of social sciences, public health, gender, equity and development in an international context. Desirable: Relevant experience in WHO or within the UN system. Experience in working on the development and roll-out of cross-cutting initiatives and programmes across multilevel organizations as well as across different stakeholder groups.

Skills

-Demonstrated ability to establish productive and harmonious working relationships with colleagues from a diverse range of educational and cultural backgrounds in order to gain collective support for moving an agenda;

-Knowledge of and experience in the practical application of cross-cutting initiatives and priorities including gender, equity and human rights, the social determinants of health and/or SDGs;

-Experience in health situation analysis, health planning and health policy and service development

-Ability to develop plans and proposals collaboratively

-Monitoring and evaluation skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3642 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
