Result of Service The National Legislation Programme is effectively implemented. Accession to CMS is promoted.

Work Location Home-based

Expected duration The contract is planned from 1 February until 31 July 2022 (6 months) with a possibility of extension upon satisfactory performance.

Duties and Responsibilities Under the supervision of the CMS Legal Officer the Consultant will be responsible for performing the following duties, as required:

1. Support the Implementation of the National Legislation Programme: - Promote the National Legislation Programme among Parties - Submit the questionnaire to Parties in accordance with COP13 Decision; - Prepare new National Legislation Profiles and revise existing profiles when necessary - Communicate findings to Parties; - Collect and organize information from Parties - Provide technical assistance to Parties in regard to the preparation of their response plan to the National Legislation profiles and follow-up Parties responses; - Prepare and develop training materials and guidance document - Support the organization of meetings and training events, both face to face and online - Identify new partners and opportunities to implement the programme effectively. 2. Prepare outreach materials for non-Parties to promote accession; 3. Provided legal advice on diverse questions related to the implementation of the Convention.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master's or equivalent) in law, public administration, social sciences with specialized knowledge in international environmental law or a closely related field is required. A first-level university in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of 3 years of work experience in legal analysis and drafting; experience in the domestic implementation of international law; excellent legal analysis and drafting skills; experience in preparing training materials and publications; experience in project management is desirable; excellent organisational skills; excellent computer skills, including working with MS Office; knowledge of the UN, the Convention on Migratory Species, or issues relating to biodiversity conservation would be an advantage; Ability to work alongside a diverse team of professional and administrative internationally-recruited staff

Language: English, French Spanish are the working languages of the CMS Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French, Spanish or Arabic is desirable.
