OBJECTIVES OF THE PROGRAMME

In the WHO AFRO region, 46 out of 47 Member Stateshave successfully introduced COVID-19 vaccines, with 24% of their total populations fully vaccinated. With Canada support, the AFRO region undertook gender and equity inclusion analyses of COVID-19 response plans for 43countries (including 22 vaccination plans) in 2022. The analyses showed that inmost countries, priority populations are most often defined based on physiological or occupational vulnerabilities with less emphasis onintersectional gender, equity human rights considerations. To ensure the effective implementation of the grant,there will be the need for enhanced collaboration between all stakeholders especially the donor to ensure equitable distribution of COVID-19 vaccines to eighty (80%) of all high risk, vulnerable and priority groups within the project implementation sites. Mozambique is among the two countries in the world where routine vaccination coverage fell the most during the COVID-19 pandemic.The country has the fourth highest number of so-called zero-dose children. As aresult, the country has faced outbreaks of diseases that can be prevented by vaccination, such as several types of polioviruses and measles. However,Mozambique has a Routine Immunization Recovery Plan, which guides interventions to respond to these challenges.

DESCRIPTION OF DUTIES

Under the guidance of the WHO Representative and the supervision by the Health Planning and Policy Advisor, the incumbent will perform the following duties: I.Strengthen the routine immunization programme in overall:1.Supervise and guide EPI staff at Country Office, Sub office and district levels.2.Take lead in the provision of a strategic vision and technical advice to the country to strengthen routine immunization and improve coverage and equityincluding: a) Coordinate donors and partners tosupport immunization and polio eradication in Mozambique, including resourcemobilization, timely utilization of funds and timely donor reporting. b) Strengthen national decision-making processes through the National Immunization Technical Advisory Group (NITAG) c) Guide the implementation of National Strategic Plan, comprehensive multi-year plan (cMYP) for immunization, the Routine Immunization Recovery Plan, the annual national work plan and the National Emergency Action Plan for Polio. d) Manage and ensure the quality districtmicroplans for EPI and Polio eradication addressing bottle necks of equity, quality, and high coverage, leaving no one behind. e) Lead a strategy and action plan for monitoring, evaluation system, and data quality improvements at national and province levels. 3.Develop WHO biannual plan (Program Budget) for immunization and polio eradication in coordination with the government authorities and WHO regional office. 4. Contribute to the development, planning, and building capacity of human resources for health services delivery with the aim of increasing the quality of the health workforce through organizing, and/or facilitating training activities.5.Contribute to the development of policies for inclusion of vulnerable groups and people living in hard-to-reach areas (in conflict and fragile settings) to ensure equitable access to vaccines for all. II.Provide overall guidance on the introduction of new vaccines: 1.Coordinate activities related to introduction of new vaccines, includingapplications to GAVI, the Vaccine Alliance, new vaccine introduction plans, andnecessary training. 2.Support national preparedness for use of novel oral polio vaccine type 2 (nOPV2).3.Support national preparedness for introduction of hexavalent, the malariavaccine and COVId-19 vaccines into the routine immunization programme, as wellthe OCV according to the national programme to prevent cholera disease. III.Strengthen integrated surveillance of VPD and Polio: 1.Oversee planning and implementation of the vaccine preventable diseaseeradication, elimination, and control activities to meet global, regional andnational goals, including: a)- Plan and implement single andmulti-antigen integrated supplementary immunization activities according tonational strategies (e.g., Polio, measles/rubella, MNT etc.). b) Maintain preparedness for earlydetection and response to outbreaks of polio and other vaccine-preventable diseases, and coordinate outbreak response with government and keystakeholders. c) Establish a system to monitor polio eradication and measles elimination indicators. d) Improve and sustain quality of acuteflaccid paralysis and environmental surveillance for poliovirus as an essential function to achieve and maintain polio-free status. e) Implement Measles & Rubellacase-based laboratory surveillance according to regional and national guidelines. 2. Facilitate the dialogue with the national and state authorities for integration of acute flaccid paralysis surveillance system into broader systems that include reporting of vaccine preventable diseases (e.g., sentinel sites for priority diseases such as invasive bacterial diseases, Rotavirus disease, Congenital Rubella Syndrome) and in the long run,other communicable diseases (in collaboration with Emergency Clustercoordinator). 3.Collaborate with the EPR country team and other Incident Management Support Teams (IMST) for the investigation and response to outbreaks of vaccinepreventable diseases. 4.Support vaccine preventable disease surveillance within the wider Integrated DiseaseSurveillance and Response implementation agenda in the priority districts. 5. Support monitoring of vaccinesafety related issues including AEFI surveillance and response activities.6. Map strategic areas for WHO to engage in theenhancement of overall immunization supply chain systems, leveraging COVID-19vaccination experiences. IV.Coordinate VPD outbreak response, including for Polio: 1.Guide and lead the development of new knowledge, best practices and lessonslearned from COVID-19 vaccine deployment aiming to use this platform forestablishing a life-course vaccination programme in the context of the 2030Immunization Agenda.2. Document best practices, challenges and recommendationsfor experience sharing and dissemination to relevant stakeholders.3. Organize together with the EPR team an integratedresponse to VPD outbreaks, both at national and subnational level;4. Support the Ministry of Health in updating technicalguides for responding to outbreaks due to VPD;5. Together with other partners, assist the MoH inorganizing logistics to respond to VPD outbreaks, including the training offield response teams;Conduct other tasks assigned by thesupervisor as needed, to support WHO Country office attain its strategic objectives.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in Medicine, or health related fields. Desirable: Post-graduate studies or master's degree in public health, epidemiology, vaccinology, infectious diseases.

Experience

Essential: At least 7 years of extensive and practical experience in immunization programmes and vaccinepreventable disease control or polio eradication at senior management positionat national and international levels with focus on policy, planning and strategic actions for improving immunization and surveillance programmeperformance. Desirable: Experience in managing teams.Experience in control of communicable diseases in general and surveillance of vaccine preventable diseases. Experience with resource mobilization and policy development. Experience of working in developing countries with low performing immunization programmes. Experience in outbreak response of VPD.Experience with measles elimination and polioeradication initiative.

Skills

Demonstrated in-depth knowledge of principles, practices, methodology and techniques of immunization, disease eradication, epidemiology, disease prevention and control of communicable diseases. Excellent knowledge in analyzing vaccine preventable diseases surveillance and immunization data, synthesizing information, and presenting clear and concise conclusions and recommendations for decision making. Demonstrated capacity in developing strategies and plans related to immunization and disease eradication programmes.Good interpersonal skills Demonstrated ability to work constructively with people of different cultural and educational backgrounds.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2500 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
