Overview

Lead primary health care transformation in SEAR countries to strengthen health systems.

• At least 15 years' relevant experience in health systems strengthening and assessment particularly in Primary Health Care, including considerable experience in international context.
• Expert knowledge of English.

• Excellent written and oral communication and presentation skills, with the ability to clearly and concisely communicate complex issues.
• Demonstrated ability to maintain effective relationships with a wide range of stakeholders in government and beyond, including other development agencies.

Contract

OBJECTIVES OF THE PROGRAMME

The overall goal of the Department of UHC/Health Systems is to strengthen health systems in ways that will advance progress towards universal health coverage (UHC) and the health-related Sustainable Development Goal 2030 targets in the eleven SEAR countries, and build resilience of health services through the following strategic directions:

1. Building back better health systems in the context of COVID-19 based on a strong primary health care foundation and orientation for resilience and rapid progress towards UHC;

2. Strengthening primary health care systems and services as well as adapting primary healthcare services to changing needs including for the NCDs, supported by appropriate care at the secondary and tertiary levels, with attention to safety, quality and equity - including gender;

3. Systematically addressing social, economic, environmental and commercial determinants of health through evidence-informed public policies and actions across all sectors;

4. Empowering people, families, and communities to take control of their health, as advocates for policies that promote and protect health, as co-developers of health and social services through social and community participation, and as self-carers and care-givers to others; and

5. Ensuring people's main health problems are addressed through comprehensive promotive, protective, preventive, curative, rehabilitative, and palliative care throughout the life course, strategically prioritizing key services aimed at the population and personal health and well-being as the central elements of integrated service delivery across all levels of care.

DESCRIPTION OF DUTIES

The incumbent shall serve as the regional focal point on primary health care and integrated health services, and associated capacity building in countries and will provide evidence-based support through policy advice and technical support as follows:

1. Lead effort to accelerate PHC-related transformation of health systems in SEAR Member States, including implementation, monitoring, and biennial reporting with respect to the Declaration by the Health Ministers of Member States at the Seventy-fourth session of the WHO Regional Committee on “COVID-19 and measures to ‘build back better’ essential health services to achieve universal health coverage and the health-related SDGs” and the South-East Asia Regional Strategy for Primary Health Care: 2022-2030;

2. Provide policy guidance and technical support to countries to strengthen their primary health care approaches to respond to ongoing and emerging healthcare needs;

3. Provide technical support to countries to strengthen their capacity to design and implement and appropriate package of services within the framework of primary health care, ensuring appropriate linkages across all levels of care in the health care systems of countries;

4. Provide technical assistance to countries to measure and monitor progress on strengthening primary health care for efficient, equitable and quality care as foundation for achieving UHC, health related SDGs and triple billion targets;

5. Collaborate with WCOs, SEARO technical departments and coordinate with units within health systems development to support integration of various public health programmes in primary health care and to ensure that the PHC approach is embedded into all public health and disease control programmes;

6. Work with WHO colleagues in HQ on the development of high quality PHC and Integrated Health Services-related tools and guidelines, and provide guidance on the relevance and use of those in SEAR countries;

7. Technical lead for PHC, Quality including patient safety, integrated health services and human resources for health in the Regional Office for dialogue and communication between the three levels of the organization and between Member States and development partners;

8. Coordinate Units in the Department of Health Systems/UHC, including supporting collaborative work across Units and required monitoring and financial reporting, as required to advance department's broader goals;

9. Lead the development and implementation of the Region's programme of work on HRH, within the context of the Regional strategy on health system strengthening for UHC; the Decade of HRH strengthening in SEAR, and relevant global HRH strategies and priorities;

10. Ensure accountability for the programme of work on HRH, including producing high quality technical reports as needed for WHO Governing Bodies, managing HRH unit staff & resources, in conjunction with Director HSD;

11. Lead the development and implementation of the Region's work on Quality and Patient Safety aligned with the Global Patient Safety Action Plan and Regional Strategy for patient safety and collaborate with the HQ on related tools and guidelines; and

12. Any other task assigned by the Director, Health Systems and/or senior management.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Medicine or related health sciences with Postgraduate/Masters level degree in Public Health. Desirable: Doctorate in health system management or public health-related area; Training in health sciences or public health would be an asset.

Experience

Essential: At least 15 years' relevant experience in health systems strengthening and assessment particularly in Primary Health Care, including considerable experience in international context. Desirable: Experience of work in public health, health policy, planning and management, policy analysis & advice as well as technical assistance at country level.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 102,715 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3158 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
