OBJECTIVES OF THE PROGRAMME

The overall objective of the programme is the control/elimination of vaccine-preventable diseases in Member States of South-East Asia Region of WHO through vaccination and effective vaccine-preventable diseases surveillance and control.

DESCRIPTION OF DUTIES

Under the direct supervision of Director, CDS, and the overall guidance of Director, Programme Management, the incumbent will have the following responsibilities:

1. Coordinate and provide senior technical leadership, managerial support for the development and implementation of evidence-based policies and strategies and innovative approaches to achieve the goals, targets, milestones outlined under the Strategic Framework of the Regional Vaccine Action Plan 2022-2030 and the Regional Vaccine Implementation Plan 2022-2026.

2. Be the leader to foster collaboration with global and regional partner agencies, donors and other stakeholders to ensure consensus on policy direction and programmatic strategies for the catch-up, recovery and strengthening of routine immunization and VPD surveillance performance, as well as the integration of COVID-19 vaccination with routine immunization systems as a part of primary healthcare in Member countries of the South-East Asia Region.

3. Provide expertise and authoritative advice to Member countries of South-East Asia Region, through country offices of WHO, on policy, technical and programmatic issues related to immunization and VPD surveillance, including for the development, implementation and monitoring of national and sub-national plans to strengthen immunization and VPD surveillance.

4. Provide senior level health technical expertise and advice to the Director and Senior Management in the area of vaccine preventable diseases and immunization, on the development and establishment of new health strategies and policies for implementation as well as for monitoring and evaluation of national and regional policies.

5. Be the pre-eminent expert on matters of vaccine research and related immunization policies, strategies and the roll out and scale-up of new vaccines in countries.

6. Identify the needs for, oversee the organization of and provide leadership and guidance in technical meetings, workshops and webinars, to ensure proper dissemination of information pertaining to immunization and VPD surveillance, including on COVID-19 vaccines.

7. Represent South-East Asia Regional Office of WHO in high-level global meetings on policies and strategies related to immunization and vaccine preventable diseases.

8. Any other task assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in medicine and post-graduate degree in public health/community health.

Experience

Essential: At least 15 years of experience, including five (5) years of international experience in international or multilateral organizations like UN, in public health surveillance and vaccine-preventable disease programming in developing/ low-income countries, with a proven track record of direct technical leadership in immunization and new vaccines. Desirable: Extensive experience in vaccines, immunization and managing outbreaks of vaccine-preventable diseases.

  • Broad knowledge of communicable disease surveillance; previous experience in vaccine-preventable diseases programming and/or surveillance.
  • Technical competence in vaccine-preventable disease programmes.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 106,023 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2871 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
