OBJECTIVES OF THE PROGRAMME

The mission of the Data, Strategy and Innovation Group (DSI) is to support countries to attain universal coverage of health services for better and equitable health outcomes. The development of a sound vision of Member States' health futures that reconcile societal, environmental and economic development with the country's health and development ambitions is a critical precondition for a health system transformation approach that puts countries on a sustainable development trajectory towards a health system that is 'future proof'. Such development needs to be rooted in the generation of relevant data, their sound analysis, the maximization of innovation, and a central positioning of Universal Health Coverage as a shared platform for health service delivery.

The objective of DSI is to be a driver, facilitator and technical lead of processes that enable a strategic dialogue for health system transformation in Member States building based on close collaboration across the divisions in Regional Office and in Country Offices, and in consultation with Headquarters.

DESCRIPTION OF DUTIES

1. To develop, lead implementation, monitor and evaluate the programmes on health information systems in the Region and provide advice to the Regional Director on priorities and ensure close cooperation with other related areas such as managerial process for national health development;

2. To prepare and validate workplan and budget proposals, evaluation methodology, and routine and special reports and documents related to health information systems within the Regional Office for the Western Pacific;

3. To lead and provide support to national authorities in the development of plans and activities to strengthen the health information system including proper use of information technology and international standards in health information;

4. To provide technical advice on Western Pacific Region databases and data platform including Country Health Information Profiles data, Regional Health Information Intelligent Platform database and health-related Sustainable Development Goal (SDG) indicators to improve data sharing and application, data quality improvement at regional and country level;

5. To lead and coordinate the cross regional data working group for updating regional data platform and developing other information products through the joint work of the regional data working group;

6. To lead and coordinate with HQ, technical units in the Regional Office and country offices the data validation for formal reporting including World Health Statistics, Data for Delivery stocktakes, Regional SDG reporting, Organisation for Economic Cooperation and Development, Asia Pacific Health Report and other publications;

7. To provide support to regional and country activities on health information system development, namely:

(a) maintain/develop contacts to identify candidates and look into the sources of recruitment for staff and consultants and on administrative matters related to recruitment; (b) provide technical advice on the selection of supplies and equipment; and (c) provide technical support to Knowledge Management of the Regional Office;

8. To organize training programmes for health information systems and plan and manage workshops and seminars for training and/or exchange of information of the programme; to collaborate with different networks and partner agencies in the development of curriculum and training materials on fellowship placements;

9. To collaborate with networks and agencies/institutions to promote the harmonization of approaches to health information systems;

10. To supervise the progress and activities of the health research policy programme; and

11. To perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree in medicine or other health-related fields from a recognized university. Desirable: A postgraduate training in managing information systems.

Experience

Essential: At least ten years of work experience in positions in public health at national and international level, including significant experience in the design of public health programmes. Desirable: Extensive work experience in developing countries on health information system development. International experience within WHO or other UN organizations and with working at the different levels of the organization.

Skills

Proven and sound knowledge in the assessment, planning, development and implementation of projects and programmes on health information systems.

Ability to undertake evidence-based and rigorous advocacy on issues relating to health information systems for various audiences, levels and programmes in various settings.

Excellent knowledge and expertise on country-level situations with regard to their health information systems development and management with good understanding of relevant country’s needs, priorities and policies, along with WHO's policies, practices, guidelines and procedures in the related areas and ability to apply them in the country office setting.

Ability to conduct research and analyse results, identify issues, formulate opinions, make conclusions and recommendations for strengthening health care information systems.

Ability to develop innovative approaches and solutions in strengthening health information systems in the WPR.

Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3642 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
