Org. Setting and Reporting The position is located in the Information Technology Service (ITS), Division for Management (DM), United Nations Office at Vienna (UNOV) / United Nations Office on Drugs and Crime (UNODC). The Coordinator (Governance and Information Security Assessment) will report to the Chief of the Information Technology Service (ITS).

Responsibilities Within delegated authority, the Coordinator, Governance and Information Security Assessment will be responsible for the following specific duties:

  • Manage and lead ITS’ response on several information security related initiatives, in progress or planned, including inter alia: the OIOS Horizontal Cybersecurity Audit; ongoing Cybersecurity Resilience Maturity Assessment; expected integration of IT infrastructure built and managed by Security until now; multiple measures to strengthen cybersecurity being undertaken in the Software Products for Member States Unit (SPMS)/ITS area; and support the ongoing initiative to establish governance for field and global programmes, ensuring that it is done in a cybersecure way and adequately coordinated with all ITS governance related activities.
  • Report to the Chief of ITS on proposed alternative structures that can better handle Governance, Risk Management, and Compliance efforts across the UNOV-UNODC organization.
  • Review organizational arrangements, including teams, operations, and services, and advisement of efficiency measures to enable establishment of required alternative structures.
  • Provide advice from a holistic perspective on Information and Communications Technology (ICT) Governance arrangements both within ITS and across UNOV/UNODC, in order to add value across the organization as well as mitigate or address risks. Take part in their operationalization as it may be needed, including any advisable oversight of processes or activities, once approved as required.
  • Advise the Chief of ITS on solutions architecture, as standing member of the ITS Enterprise Architecture Council.
  • Perform other work-related duties, as required

Education Advanced university degree (Master’s degree or equivalent) in computer or information systems, management, mathematics, statistics or related area is required.

A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of advanced university degree.

Job - Specific Qualification Information Technology Infrastructure Library (ITIL) certification is required.

Certification in computer and information systems and/or project management is desirable.

Prince2 certification is desirable.

Work Experience A minimum of seven years of progressively responsible professional experience in information management systems, enterprise resource planning systems is required.

Experience in managing information security and service teams in complex environments services and IT operations, including IT infrastructure management is required.

Experience in advising senior management and recommending or managing governance arrangements is required.

Experience in project management is desirable.

Experience in advising, evaluating, or managing compliance with the United Nations Secretariat security related policies, and in particular the scope of work of Regional-Technology Centre (RTC)-Europe security is desirable.

Experience in software development life cycles for complex enterprise-wide systems and applications and related methodologies / industry best practices is desirable.

Work experience within the United Nations System or a similar organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of another United Nations official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
