The salary for this job should be between 141,247 USD and 177,015 USD.

OBJECTIVES OF THE PROGRAMME

The WHO Western Pacific Region (WPR) is made up of 37 countries and areas. Serving the diversity of people and health situations requires a solid understanding of the evolving and dynamic social, cultural, economic, epidemiologic and demographic patterns and trends and the development levels of countries and areas in the Region.

The Division of Programme Management provides overall direction and coordination of regional technical cooperation through programme development and operations, country support and editorial services with countries and areas in the Western Pacific Region.

In support of the WHO 13th General Programme of Work (GPW13) and the Region's vision, priorities and new ways of working articulated in For the Future, the primary objective of the Country Support Unit (CSU) is to support and strengthen effective leadership of WHO's work at the country level in the Region.

DESCRIPTION OF DUTIES

Under the guidance and supervision of the Director, Programme Management, the incumbent leads the work of the country support unit and will perform the following duties:

1. To help ensure that WHO's country support plans, policies and strategies, including those involving global or regional initiatives and partnerships, have a strong focus on supporting Member States and achieving results at country level through alignment with the GPW13, For the Future, country cooperation strategies, and relevant country health and development plans:

(1) Ensure and facilitate active technical discussions among various technical programmes to identify, analyse and consolidate various technical assistance needs of Member States and, where relevant, assist to coordinate country support from global or regional partnerships and initiatives to address these needs.

(2) Encourage cross collaboration and discussion amongst and between regional and country offices teams in the development of policies, guidelines and tools to ensure WHO's relevant and effective engagement with Member States and partnerships are implemented.

(3) Lead/coordinate the preparation and running of key meetings such as the WR/CLOs consultations and the Regional Forum for Collaborating Centres, and oversee the provision of guidance to other units in the areas of Fellowships and Collaborating Centres;

2. To coordinate strategic and programmatic engagement between regional and country offices:

(1) Cooperate with WHO country offices in establishing mechanisms to ensure the technical assistance and support needed at country level are available and implemented;

(2) Support the development of country-specific approaches in enhancing WHO's performance at country level to achieve broader public health outcomes;

(3) Facilitate and build synergies on new and effective cross-programme country support and collaboration with partners and donors aimed at strengthening WHO's performance at country level;

(4) Coordinate the development, implementation, monitoring and dissemination of integrated and crosscutting work including dissemination of good practices, learning and evaluation work across the Region and beyond.

3. Coordinate and collaborate with the CSU network, and other related networks in achieving the establishment of effective leadership of WHO at country level- and a stronger presence in countries across the Region.

(1) Develop regional guidance in formulating WHO Country Cooperation Strategies to define WHO’s priorities in and with the country, in support of national priorities, and linked with WHO’s results-based management framework

(2) Coordinate and support the development and renewal of WHO Country Cooperation Strategies in the Region.

(3) Support WHO’s effective engagement within the UN system at country and Regional level, and provide guidance to WRs and country offices for effective engagement within the UN Country Team.

4. WHO reform activities to strengthen WHO’s country presence and performance in countries

(1) Oversee and guide the Strategic Knowledge Hub in its work to support divisions and country offices to use new ways of working (including the hypothesis-driven approach) to address health challenges facing the Region.

(2) In line with the Action Results Group's proposed plan of action, support the development and implementation of WHO reform activities in the Region that strengthen WHO’s performance at country level. Contribute to overall monitoring of and reporting on the implementation of the reform agenda.

5. Provide guidance and supervision to the unit and its team members.

6. Undertake other related and assigned duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in a health-related field and post-graduate degree in public health, public policy or closely related field from a recognized university.

Experience

Essential: Minimum of 10 years work experience in public health, including several years of experience in international health. Desirable: Experience working in WHO, and in collaboration with UN and other organizations at country level. Experience using the hypothesis-driven/problem solving approaches.

Skills

  • Sound knowledge in planning, implementation and monitoring of health programmes, particularly those areas of work related to ensuring effective country support.
  • Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3547 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
