OBJECTIVES OF THE PROGRAMME

To provide strategic guidance and expertise on planning and engaging with national and sub-national stakeholders in Afghanistan to leverage the capacities of the Polio eradicationprogramme to support humanitarian interventions, EPI and essential health services with the following objectives:achieve polio eradication in Afghanistan in the new and evolving context of humanitarian needs, sustaining expansion of primary health services, with a particular focuson EPI; leverage the capacities of the polio programme at the provincial and district operational levels to ensure high-quality immunization services to all communities of Afghanistan with an aim of preventing morbidity, mortality and disability from vaccine preventable diseases and achieving the national and regional immunization targets; andstrategically engage the polio programme field infrastructure to substantially contribute to addressing the humanitarian crisis resulting from political changes with severe economichardships compounded by the COVID-19 pandemic.

DESCRIPTION OF DUTIES

Under the direct supervision of the Team Leader, Polio Eradication, Afghanistan and overall guidance of the WHO Representative to Afghanistan, and in close collaboration and coordination with lead EPI Medical Officer and WHE lead in WCO, Afghanistan, the incumbent will coordinate the necessary field operational and programmatic guidance and support for more integrated planning and strategy development to enhance the efficiency and outcome of Polio eradication, EPI and WHE programmes in Afghanistan. S/he is expected to map the complementary strengths of the polio eradication field infrastructure and the opportunities it presents to facilitate essential childhood immunization, vaccine-preventable disease surveillance, and provision of humanitarian assistance. The incumbent will contribute to joint strategic planning and decision making to address polio eradication, broader immunization and emergency response capacities in the country, within the overall objectives and strategies of the global and regional programme frameworks including Polio Transition with establishment of Integrated Public Health Teams in WHO Afghanistan. S/he will exercise a high degree of independence in decision making and to establish close relationships with relevant provincial government authorities and with other UN and non-UN stakeholders in Afghanistan.

The incumbent performs the following duties:

1. Coordinate joint planning, implementation and monitoring across PEI, EPI and WHE interventions in close collaboration at all three levels of these programmes within WHO and in country with national and provincial governments, and with other UNand non-UN stakeholders.

2. Coordinate with Polio, EPI and WHE programme leads to foster support of key political stakeholders and officials in the de facto government at all levels for programme implementation.

Liaise with key national and provincial stakeholders to help address political constraints to implementation of these priority programmes.

3. Provide coordination, guidance and support for developing and implementing joint PEI and EPI plans focused on strengthening routine immunization system and improve immunization coverage particularly in polio endemic areas of the country, including:

  • Guiding the development and implementation of the Comprehensive multi-year plan (cMYP) and annual EPI implementation plan with focus on PEI/EPI mutual coordination and support, particularly leveraging the operational strengths of the polio infrastructure.
  • Developing mechanisms and strategies for PEI's operational support on the implementation of accelerated immunization initiative and activities.
  • Planning, implementing and monitoring of EPI implementation through PEI infrastructure and feeding into EPI evaluations for course correction.

4. Provide technical and operational guidance for planning and implementing joint mass vaccination campaigns such as polio measles and multi-antigen campaigns, as well as for implementing COVID vaccination, utilizing the strengths of the polio programme expertise and infrastructure.

5. Provide technical and operational guidance for developing and implementing joint PEIand WHE strategic plans for emergency response interventions including:

  • Designing strategies of polio teams' support to emergency response in Afghanistan.
  • Planning and monitoring essential medicine and medical equipment supplies based on needs in the field through polio network.
  • Utilizing polio expertise and infrastructure for monitoring and evaluation of emergency response interventions.

6. Contribute to development of Humanitarian Response Plan of Afghanistan in close coordination with all humanitarian stakeholders with a focus on fast tracking polio eradication by multi-sectoral integrated service delivery mechanisms and utilize polio expertise and infrastructure to support the implementation and monitoring of the plan.

7. Coordinate joint operational planning with EPI and WHE on integrating polio virus surveillance with vaccine-preventable disease surveillance and detection of other epidemic-prone diseases.

8. Provide leadership and programmatic support for planning transition of polio eradication expertise and infrastructure in the country including steady and effective establishment of Integrated Public Health Teams in WHO Afghanistan.

9. Provide leadership in establishing and strengthening partnerships at country level and ensure adequate collaboration and coordination within various humanitarian players in the country to best utilize polio expertise for broader humanitarian interventions, and to focus interventions and resources of other programmes/agencies to polio endemic areas for the benefit of the most deprived polio-affected populations in ways that facilitate polio eradication.

10. Synchronize and coordinate sitreps and other reporting of Polio with EPI and WHE programmes.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master's degree) in medicine, Public Health or health related field. Desirable: Experience of working in fragile, conflict, vulnerable countries with complex emergency needs

Experience

Essential: At least 10 years of extensive and practical experience in immunization programmes and vaccine preventable disease control or polio eradication at senior management position at national and international levels with focus on planning and strategic actions for improving immunization and surveillance programme performance. Desirable: Working experience in developing or conflict-affected countries with low performing immunization programmes. Experience with polio eradication initiative and/or measles elimination. Experience in control of communicable diseases in general and surveillance of vaccine preventable diseases. Experience with building partnerships across programmes and various stakeholders.

Skills

Strong management, communication and leadership skills.

Ability to administer and to evaluate large complex public health programmes, especially EPI programmes and polio eradication, in a setting of complex emergency.

Demonstrated managerial and leadership ability and negotiation skills.

Excellent knowledge and technical expertise in epidemiology, disease prevention, control and eradication.

Demonstrated ability to work constructively with people of different cultural and educational backgrounds.

Knowledge of polio technical operations.

Strong English written and presentation skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3151 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
