Travel:

  1. UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
  2. Any travels related to official performance of duties will be covered by UNDP.

Office/Unit/Project Description

The UN Resident Coordinator System is aimed at strengthening coordination among UN entities to achieve a better focus and enhance the impact of their development activities. It works to improve the efficiency and effectiveness of the operational activities of different UN entities at country level. For this purpose, it promotes a coordinated multidisciplinary approach to the needs of recipient countries, under the leadership of the UN Resident Coordinator (RC). The coordination of operational activities is based on the comparative advantages of each UN entity in its area of expertise, and includes sharing of information, joint planning for collaborative activities, common approaches to cross-cutting issues, and harmonization of programme cycles.

As part of the UN Secretary-General’s reform process and to implement the UN General Assembly resolution to re-position the UN development system to deliver on the 2030 Agenda for Sustainable Development, starting 1 January 2019, a revitalized RC system was put in place. The reinvigorated and impartial RC system involves a push for a new generation UN Country Team (UNCT) that implements activities in support of national priorities and towards the realization of the 2030 Agenda. It is necessary that Resident Coordinator’s Offices (RCOs) also have the required capacity to provide the necessary support to the RCs and UNCTs in the revitalized system. Thus, the RCOs are given capacities to provide the required substantive support to the RC and UNCT on greater coherence and integration for the SDGs and linking up humanitarian and development efforts, ensuring accountability, enlarging outreach, communications, and partnerships building, and mobilizing resources for the SDGs.

In Haiti, the RC also plays the role of Deputy Special Representative of the Secretary-General (DSRSG) and Humanitarian Coordinator (HC). The RCO is currently looking for an individual to work closely with the DSRSG/RC/HC in the fulfilment of various coordination responsibilities.

Under the guidance and direct supervision of the DSRSG/RC/HC, the Coordination support officer works in close collaboration with UNCT members, RCO staff, programme and operations teams of the UN entities, government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to ensure successful implementation of UNCT activities.

Duties and Responsibilities

With the overall objective of supporting the UNCT attain the objectives in its 2021 work plan:

  • Provide the necessary substantive and logistic support for regular and ad hoc UNCT meetings and other events; take minute, follow up on action points and propose any necessary actions to the UNRC;
  • Accompany the DSRSG/RC/HC to meetings, as relevant, take notes, and follow-up with UNCT members, partners and RCO staff, as relevant, on any action points;
  • Review and finalize, and draft when necessary, speakers notes, talking points and speeches for major advocacy events of the DSRSG/UNRC/HC, in close consultation with the RCO Communications Specialist and/or relevant UNCT and RCO focal persons and the DSRSG/UNRC/HC;
  • Prepare and review/finalize background notes for the DSRSG/UNRC/HC, in close collaboration with relevant UNCT and RCO focal points;
  • Support the effective participation of the DSRSG/RC/HC in public events, such as UN Day, coordinating with relevant UNCT and RCO focal persons;
  • In close collaboration with the RCO Communications Specialist and relevant UNCT focal persons, maintain systematic information on the activities of the DSRSG/UNRC/HC to support advocacy through social and other media;
  • Research and gather information on specific topics as requested by the DSRSG/UNRC/HC.

Required Skills and Experience

Min. Academic Education

Bachelors degree in in Economics, Social Sciences, International Relations, Political Sciences, Communications or related field.

Min. years of relevant Work experience

A minimum of 4 years of relevant work experience at the international level in international development issues, providing communications services, hands-on experience in development projects, including working experience preferably in developing countries. Experience in multi-stakeholder coordination a strong advantage. Knowledge about the UN and RC systems would be an advantage. Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Desired additional skills and competencies

Microsoft Office.

Experience in Haiti highly desirable.

Required Language(s) (at working level)

English and French are the working languages of the UN Secretariat. For this position, fluency in French and English is required. Knowledge of Creole highly desirable.
