Org. Setting and Reporting This position is located in the Office of Chief of Staff of the United Nations Mission in Support of the Hodeidah Agreement (UNMHA). The incumbent will be based in Hodeidah, Yemen and will report to the UNMHA Chief of Staff (CoS).

UNMHA was established by Security Council resolution 2452 (2019) and is mandated to support the implementation of the Agreement on the City of Hodeidah and Ports of Hodeidah, Salif and Ras Issa as set out in the Stockholm Agreement.

Responsibilities Within the limits of delegated authority, the Coordination Officer will be responsible for performing the following duties: Partnerships, Planning and Programming: - Develop and maintain productive partnerships with mission components, United Nations Country Team (UNCT) members, OSESGY, national authorities, bilateral and multilateral donors, regional organisations, international financial institutions, the private sector, civil society and other stakeholders. - Support the preparation and implementation of Mission and United Nations common planning and programming processes, including the Mission Concept, United Nations Development Assistance Framework (UNDAF), the Common Humanitarian Fund (CHP), the Common Country Assessment (CCA) and the Integrated Strategic Framework (ISF), as well as issue specific strategies and plans. - Organize the strategic planning team the Senior Policy Group and other coordination mechanisms. - Provide substantive and practical support, such as serving as secretariat, to relevant committees, task forces, inter-agency coordination groups, steering committees, multi-donor trust fund activities participation, and working groups. - Monitor and evaluate actions implemented by the Mission, prepare policy and position papers, talking points, and track and record policy related decisions. - Organize and provide substantive and practical support to conferences, meetings, seminars and workshops, as necessary. - Serve as a focal point between the Mission and/or UNCT and Headquarters, and support Technical Assessment Missions, Strategic Assessment Missions, and Strategic Reviews.

Analysis, Advice and Reporting: - Identify issues and develop strategies for a common UN approach through policy, advocacy and/or programming efforts, - Support the development of strategies, policies and other measures designed to achieve common objectives between the Mission, UNCT and other partners. - In conjunction with partners, identify and pursue opportunities for specific development and peace building activities, and where appropriate, provide secretariat support for the management of trust funds. - Prepare summary and analytical documents, including situation reports, background notes, options papers, code cables and input for reports of the Secretary-General, in coordination with relevant Mission components and the UNCT. - Consolidate periodic reports of Mission and UN common planning and programming processes and budgets and identify constraints to implementation of UN wide strategies. - Where appropriate, serve as the focal point for coordinating and reporting on Mission or UN-system wide administrative inquiries and processes.

Information Management and Communication: - Maintain an effective system of information management designed to guarantee accessibility and utility of information on mission-specific planning and UNCT programmes as well as system wide policies, guidance and best practice. - Facilitate the flow of information between stakeholders, including between the Mission/UNCT and Headquarters. - Conduct other duties as required.

Education Advanced university degree (Master's or equivalent) in business or public administration, management, economics, law, international relations, political science, social sciences, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven (7) years of progressively responsible experience in programme management, humanitarian affairs, civil affairs, inter-agency coordination or a related field is required.

At least two years of experience working in a United Nations field operation in a conflict or post-conflict setting is required.

Experience liaising with donors and participating in inter-agency coordination mechanisms at the national level is required.

Experience working for a UN agency, fund, or programme and/or an international NGO is desirable.

.Experience working in an integrated civilian-military-police environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required, knowledge of Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
